Description

The Intermediate Supplier Quality Surveillance (SQS) Coordinator is responsible for supporting the effective implementation of supplier evaluation, quality surveillance, and inspection programs throughout the design, procurement, fabrication, and construction phases of assigned projects. The position collaborates with Supply Chain, Engineering, Project Quality, suppliers, and field inspection personnel to verify that purchased materials and equipment conform to applicable contractual, regulatory, code, and project requirements. The successful candidate will provide technical and administrative directions to assigned inspectors, monitor supplier quality performance, and formally communicate status, risks, non-conformances, and lessons learned to the project team.

Principal Accountabilities

Health, Safety and Environment
• Demonstrate behaviors consistent with duty of care obligations to self, co-workers, suppliers, clients, and the community.
• Coordinate with field SQS personnel, inspection agencies, and suppliers to ensure inspection and test activities comply with applicable HSE, regulatory, contractual, and site requirements.

Supplier Quality Planning and Procurement Support
• Participate in equipment criticality assessments and development of supplier quality and inspection requirements for RFQ and purchase order packages.
• Develop and maintain Worley Surveillance Plans (WSPs) for critical materials and equipment, with guidance from the Project or Regional SQS Lead where required.
• Review supplier bids and quality deliverables, including quality plans, inspection and test plans (ITPs), procedures, certifications, and proposed sub-supplier controls.
• Participate in selected pre-awards, purchase order kick-off, pre-inspection, and supplier quality meetings.

Inspection Coordination and Execution
• Prepare inspection assignments and coordinate qualified inspectors based on the scope, location, technical discipline, and required competency.
• Provide inspectors with approved purchase order documents, specifications, WSPs, ITPs, and reporting instructions.
• Coordinate witness and hold points, factory acceptance tests (FATs), and other surveillance activities in accordance with approved plans.
• Assist inspectors in obtaining timely clarification of engineering requirements, quality standards, industry codes, and customer specifications.
• Review inspection reports for completeness, technical clarity, and alignment with the assignment scope, then distribute approved reports to relevant stakeholders.
• Maintain inspection status, forecast inspection needs, and track inspection costs and hours against project budgets.

Non-Conformance and Supplier Performance
• Ensure supplier and inspector-identified non-conformances are documented, communicated, tracked, dispositioned by authorized project functions, and closed with objective evidence.
• Escalate unresolved supplier quality risks and recurring issues to the Project SQS Lead, Project Quality Manager, Supply Chain, and Engineering as appropriate.
• Gather feedback from construction and site teams regarding the quality of received materials and equipment.
• Support supplier capability assessments, performance evaluations, and supplier performance rating reports for selected purchase orders.
• Maintain project SQS metrics, inspection status reports, lessons learned, and records in accordance with project and company requirements.

Collaboration and Continuous Improvement
• Establish and maintain effective professional relationships with clients, project teams, suppliers, inspection agencies, and inspectors.
• Identify opportunities to enhance supplier quality surveillance processes and support their implementation in consultation with the Regional or Project SQS Lead.
• Contribute to inspection resources and competency databases and support knowledge sharing within the SQS and quality community.
• Provide technical guidance and coaching to assigned inspectors. Formal personnel management responsibilities apply only where specifically delegated.

Required Qualifications and Experience
• Engineering or Engineering Technology degree or diploma, or an equivalent combination of relevant technical qualifications and experience.
• A minimum of 5 years of relevant experience in supplier quality, fabrication, manufacturing, inspection, construction quality, or a related discipline.
• Working knowledge of supplier inspection management, quality management systems, manufacturing and fabrication processes, and inspection documentation.
• Ability to read and interpret purchase orders, engineering specifications, drawings, data sheets, codes, standards, ITPs, and quality records.
• Experience coordinating source inspection activities and reviewing inspection reports and supplier quality documentation.
• Practical knowledge of non-conformance control, corrective action, inspection release, and turnover documentation.
• Strong written and verbal communication skills, including the ability to prepare clear reports and communicate technical issues to different stakeholders.
• Strong planning, coordination, and organizational skills, with the ability to prioritize competing activities and meet project deadlines.
• Proficiency with Microsoft Office applications and the ability to learn project-specific procurement, document control, and reporting systems.
• Demonstrated ability and willingness to travel to supplier facilities and project locations, as required by the assignment.

Preferred Qualifications
• Additional qualifications in quality management, procurement, welding, non-destructive examination, coatings, electrical, mechanical, or another relevant inspection discipline.
• Quality Auditor certification or eligibility to obtain recognized auditor registration.
• Experience in EPC or EPCM projects and in sectors such as energy, mining, chemicals, infrastructure, or industrial manufacturing.
• Experience working with third-party inspection agencies, remote inspectors, and international suppliers.
• Familiarity with supplier capability assessments, equipment criticality ratings, FAT coordination, and supplier performance evaluation.
