Primary Responsibilities
Own end-to-end application and technical architecture for reporting, analytics, data integration, and transaction-based processing solutions across legacy on-premises platforms and future cloud services.
Lead the Federal Reporting / CMS-64 modernization from current-state discovery through target architecture, proof-of-concept, implementation, testing, deployment, operational readiness, and knowledge transfer.
Translate federal reporting and Medicaid claims requirements into maintainable system designs, including configurable business rules, effective-dated reference data, transaction traceability, auditability, reconciliation, and regulatory outputs.
Design and evaluate modernization approaches for converting Informatica workflows, SQL logic, Linux/Unix scripts, and manual processing into Python-based applications and automation while using Teradata efficiently for high-volume processing.
Provide hands-on leadership for complex technical tasks. Develop or review Python, SQL, Informatica, ETL/ELT, API, web, configuration, data-processing, and automation components as needed to unblock the team.
Design proof-of-concepts that compare solution options, document measurable results, and support architecture decisions with the customer and leadership.
Define technical system architecture across web/UI, API and service layers, processing engines, databases, orchestration, scheduling, security, identity/access, logging, monitoring, backup/recovery, and disaster recovery.
Partner with infrastructure, security, UI, database, cloud, engineering, BI, QA, product, and business architects to review designs and confirm capacity, scalability, licensing, configuration, deployment, and support ownership.
Guide BI and federal reporting delivery, including report design, drill-down/detail reporting, reconciliation, data quality, and migration or modernization of legacy BusinessObjects or equivalent reporting capabilities.
Establish and reinforce engineering practices using Azure DevOps or equivalent tools for epics, features, user stories, repositories, branching, pull requests, code review, versioning, CI/CD, release traceability, and production deployment.
Use AI and automation appropriately to accelerate code analysis, source-to-target mapping, documentation, testing, migration assessment, data-quality validation, and repetitive engineering work, with required governance and human review.
Produce architecture diagrams, solution designs, technical specifications, interface and data-flow documentation, infrastructure requirements, implementation roadmaps, estimates, risks, dependencies, and operational support models.
Provide architecture governance, peer reviews, technical standards, and practical troubleshooting for performance issues, production problems, design decisions, and cross-system dependencies.
Lead and mentor architects, data engineers, ETL developers, BI developers, modelers, analysts, testers, and administrators. Build backup coverage, transfer knowledge, and develop team capability.
Present architecture, options, risks, status, and recommendations concisely to customer stakeholders and Optum leadership, and facilitate decisions across technical and business teams.
Management and Administrative Reporting System (MARS) Modernization Priorities
Finalize the current-state inventory and target solution for CMS-64 federal reporting, including claims preparation, transformation, split/manufactured transactions, staging, summary/detail tables, reconciliation, certification, and output generation.
Design a governed reference-data capability for rates, codes, conditions, file layouts, effective dates, revisions, and lookback processing, including standardized ingestion from external and internal source partners.
Evaluate Python-only processing versus Python orchestration with Teradata SQL and recommend the approach based on performance, maintainability, scalability, controls, and supportability.
Define the web/UI and API pattern for authorized maintenance of lookup and reference data, controlled execution, status visibility, review, approval, and certification.
Confirm DEV, SIT, UAT, PROD, and DR architecture; VM and compute sizing; database and staging needs; service accounts; connectivity; scheduling; monitoring; security approval; open-source governance; backup and recovery; and support responsibilities.
Break the approved architecture and scope into iterative DevOps deliverables with milestones, dependencies, acceptance criteria, estimates, and customer sign-offs, while identifying critical-path and external dependencies.
Keep near-term MARS improvements and the broader rewrite clearly separated but technically aligned, including automation of quality validation, test scripts, data-quality early warnings, lookup maintenance, MACFIN automation, and EDW-to-MARS reconciliation.
Required Qualifications
Bachelor's degree in computer science, engineering, information systems, or a related field, or equivalent professional experience.
10+ years of progressive information technology experience, including significant experience in application, solution, technical, or data architecture for large enterprise systems.
5+ years leading architecture or technical delivery for complex application, data, reporting, or product implementations.
3+ years of people leadership, team-lead, or technical mentoring experience.
Demonstrated hands-on development experience with Python and advanced SQL, including proof-of-concepts, automation, data processing, troubleshooting, and code review.
Strong ETL/ELT and data-integration background, including hands-on Informatica experience and practical modernization of Informatica/SQL/script-based processing to Python or modern frameworks.
Strong Teradata and enterprise data warehouse experience, including performance-aware SQL, schemas, stored procedures, data movement, workload considerations, and high-volume processing.
Hands-on BI/reporting experience with BusinessObjects, Power BI, Tableau, SAS, or comparable enterprise reporting tools.
Experience designing OLTP or transaction-based systems as well as OLAP, dimensional, relational, and data-warehouse solutions.
Experience with application infrastructure and configuration across web, API, batch, database, security, identity/access, job scheduling, monitoring, and environment management.
Experience implementing source control, repository standards, branching, pull requests, CI/CD, automated deployment, and work-item traceability in Azure DevOps or similar platforms.
Excellent written, verbal, presentation, and facilitation skills, including the ability to explain technical options and risks to leadership and customer stakeholders.
Ability to collaborate across architecture disciplines, work effectively as a team player, and provide hands-on guidance during complex delivery and production challenges.
Preferred Qualifications
Healthcare payer, Medicaid, managed care, or health-insurance experience, including practical understanding of claims, adjustments, voids, eligibility, providers, payments, and regulatory reporting data.
Federal reporting experience, especially CMS-64, quarterly expenditure reporting, reconciliation, certification, or related state Medicaid reporting.
Experience modernizing monolithic or legacy transaction-processing and reporting systems into configurable, auditable, service-oriented, or cloud-ready solutions.
On-premises to cloud migration experience with Microsoft Azure, Azure Data Factory, Databricks, Data Lake Storage, Snowflake, or comparable cloud data services.
Data modeling experience spanning conceptual, logical, and physical models, effective-dated reference data, audit models, dimensional models, and transaction lineage.
Experience building lightweight web applications or APIs for data maintenance, workflow initiation, approval, or operational visibility.
Experience with Linux/Unix shell scripting, job scheduling/orchestration, Informatica PowerCenter, and migration of scripts or batch processes to Python.
Experience applying AI-assisted engineering or automation to code conversion, mapping, testing, documentation, analysis, or data-quality activities within enterprise governance.
Knowledge of HIPAA, PHI, PII, security architecture, vulnerability management, and public-sector compliance expectations.
Advanced degree or relevant architecture, cloud, data, agile, or product certifications.
