Responsibilities

Empower AI is seeking a Software License / Hardware Warranty Analyst to own license and warranty accountability for all hardware and software assets managed by an enterprise IT Customer Support Services program supporting a Department of War agency. The analyst analyzes software entitlements against deployments to determine compliance positions and reharvest, true-up, renewal, or retirement recommendations; tracks hardware maintenance and warranty agreements; executes the multi-stage expiration notification timeline defined in the Performance Requirements Summary; analyzes utilization to support Government capacity planning and cost forecasts; and produces the license and warranty content of the Quarterly Lifecycle and License Management Report. The role coordinates with procurement, the Asset/Lifecycle Manager, endpoint engineering, and the Government's Logistics Management Office. This is a salaried, FLSA-exempt position in which you will independently analyze situations, determine the appropriate course of action, and exercise discretion and independent judgment on matters of significance to the program and its customers.

THIS IS A HYBRID ROLE BASED IN QUANTICO, VA (RKB) WITH REMOTE WORK ELIGIBILITY AND UP TO 10% OF TRAVEL INVOLVED.

JOB DUTIES:

  • Maintain the authoritative software license inventory (entitlements, license models, maintenance terms, deployments from MECM/SCCM and CMDB discovery) and analyze compliance positions to determine reharvest, true-up, renewal, or retirement recommendations.
  • Track all hardware maintenance and warranty agreements and software renewals, and execute the multi-stage expiration notifications required by the PRS with recommendations and cost impacts for Government decision.
  • Analyze license and asset utilization to support capacity planning, prepare forecasts and projected costs for ad hoc data calls and procurement (RIP) planning, and identify optimization opportunities.
  • Produce the license and warranty sections of the Quarterly Lifecycle and License Management Report, support software audits and DoDI 5000.76 internal-use software accountability, and maintain license management procedures.
  • Own the accuracy and integrity of the authoritative hardware and software inventory, analyzing lifecycle transactions, CMDB and endpoint discovery data, and physical inventory results to identify and resolve discrepancies and determine corrective actions and process controls.
  • Analyze software license entitlements, deployments, and compliance positions and hardware maintenance/warranty agreements; determine renewal, true-up, reharvest, or retirement recommendations; and execute the multi-stage expiration notification timeline defined in the PRS.
  • Determine IUID applicability for Government-designated accountable assets and ensure accurate DFARS 252.211-7003 item data is submitted through WAWF Receiving Reports in PIEE at acceptance.
  • Plan and lead physical inventories across headquarters, regional, and field locations, determining scope, methodology, and custodian coordination, and adjudicating discrepancy research and resolution.
Qualifications

REQUIREMENTS:

  • Bachelor's degree and a minimum of 3 years of related experience (an additional 4 years of related experience may be substituted for the degree).
  • Must be a U.S. Citizen.
  • Must have an Active Secret Clearance (favorably adjudicated T3/T3R) to start.
  • Must be willing and able to obtain Top Secret eligibility after start, if required by mission needs.
  • Must be within investigation scope and/or currently enrolled in Continuous Evaluation / Continuous Vetting.
  • Demonstrated ability to work independently, analyze problems, determine the appropriate course of action, and exercise discretion and independent judgment with limited day-to-day supervision.
  • Minimum of 3 years of experience in IT asset management, property accountability, or IT logistics in an enterprise or DoD environment.
  • Hands-on experience with an IT asset management system (e.g., ServiceNow HAM/SAM, DPAS, or similar) and with software license tracking.
  • Working knowledge of DoD property accountability requirements (DoDI 5000.64, DoDI 5000.76), IUID, and WAWF/PIEE receiving reports.
  • Advanced Excel skills and experience reconciling large data sets and producing inventory and license reports.
  • Experience with shipping/receiving, physical inventory, and DRMO disposition processes.
  • Strong attention to detail, organizational skills, and written and verbal communication skills.

DESIRED SKILLS:

  • IAITAM CSAM or CHAMP; experience with Microsoft, Adobe, ServiceNow, Cisco, and VMware licensing models and with software asset management tooling.
  • IAITAM CHAMP, CSAM, or CITAM certification; ITIL 4 Foundation.
  • Experience supporting Department of War (DoW), DoD, or Intelligence Community environments across multiple enclaves.
  • Experience with COMSEC material handling procedures and COMSEC Courier Authorization.
  • Experience with mobile device inventory, printer fleet inventory, and communications equipment accountability.
  • Familiarity with Supply Chain Risk Management (SCRM) controls and DoDI 5200.44.
  • Experience with Power BI for asset reporting.
