Role description:

We are seeking a Senior Wet Utilities Engineer to support the field delivery of site infrastructure works in Vancouver. The role suits an engineer with a strong background in buried services and water infrastructure on heavy civil, ports, marine and major infrastructure projects, and with the site experience to see that work built and tested correctly.

This is a full-time site-based position. The Senior Wet Utilities Engineer provides the wet utilities technical lead during Engineering Services During Construction, covering potable water, firewater, sanitary sewer, storm drainage, treated and process water, pumping stations, chambers, outfalls, culverts, dewatering systems, hydraulic controls, stormwater management facilities, oil water separators and associated utility corridors and crossings.

The position carries Engineer of Record responsibility for the wet utility installations under supervision, including the conduct and documentation of field reviews, the witnessing of pressure, leakage and performance testing, and the certification that the installed systems substantially conform with the design and the requirements of the utility owners and authorities having jurisdiction. The role is not a design office position and does not involve production work in hydraulic modelling or drafting software.

Role accountabilities:

In this role you will act as the Engineer of Record for the wet utility works under your supervision. You will set and carry out the field review programme, document each review, apply your professional seal where required, and certify substantial conformance with the design documents, the specifications and the requirements of the municipal and utility authorities involved.

You will review contractor submissions for wet utility works, including installation method statements, trench support and dewatering proposals, bedding and backfill details, pipe material and fitting submittals, thrust restraint details, chamber and pump station details and testing procedures.

You will supervise the re routing, demolition and installation of buried and above ground utility systems on site, covering trenching and shoring, pipe laying, jointing and welding, thrust blocks and restraint, chamber and manhole construction, valve and hydrant installation, service connections and the reinstatement of surfaces and surrounds, stormwater outfalls, and you will hold the line on inspection before backfilling.

You will witness and review testing and acceptance activity, including pressure and leakage testing, disinfection and bacteriological clearance for potable systems, inspection and mandrel testing for gravity systems, infiltration and exfiltration testing, and pump station functional and performance testing, and you will confirm that the records support acceptance and handover.

You will coordinate utility diversions, protections and connections with the relevant municipal and utility authorities, supporting permit and approval submissions, tie in planning, shutdown coordination and the phasing needed to keep existing services in operation during construction.

You will manage the interface between wet utilities and the earthworks, roads, structures, electrical and control packages, including duct and pipe crossings, cover and clearance requirements, and the instrumentation and control associated with pumping and treatment plant. You will support the non conformance process, review record and operation and maintenance documentation, and mentor engineers and inspectors working on utility packages.

Qualifications & Experience:
  • Minimum 12-15 years of civil or water engineering experience on heavy civil, ports, marine, municipal or large infrastructure projects, the greater part of it site based, with substantial field delivery of wet utility systems
  • Bachelor's degree in civil, Environmental or Water Resources Engineering
  • Registration as a Professional Engineer with EGBC, or eligibility for registration, is an asset. Registration is expected before mobilisation for candidates who will carry Engineer of Record duties and seal field review and assurance documentation. Equivalent Canadian or international registration is welcomed
  • Demonstrated experience acting as, or supporting, the Engineer of Record during construction, including documented field reviews, witnessing of testing and certification of substantial conformance for utility packages
  • Working knowledge of MMCD, the BC Ministry of Transportation and Infrastructure specifications, AWWA standards, the BC Plumbing Code, NFPA requirements for firewater and applicable stormwater management guidance
  • Demonstrated site experience with pressure and gravity systems in ductile iron, HDPE, PVC, steel and concrete, including jointing methods, restraint and corrosion protection in coastal and saline ground
  • Practical construction and commissioning experience with pumping stations, wet wells, outfalls, oil water separators and stormwater treatment installations
  • Familiarity with trenchless methods such as horizontal directional drilling, auger boring and pipe jacking is an asset
  • Understanding of provincial and federal environmental requirements affecting drainage, discharge and works near water
  • Ability to read utility drawings, survey information and test records in the field and to reconcile them against the installed condition
  • Strong verbal and written communication skills and experience coordinating with municipalities, utility owners and regulators on an active site
  • Willingness to be based full time on site, including tie in and shutdown work outside standard hours
  • Valid driving licence and the site safety certification required for construction site access, including confined space entry awareness

The salary range for this position is $110,000 - $160,000. The base salary represents Arcadis' hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
