DutiesHelp
- Serves as the Defense Contract Audit Institute (DCAI) curriculum and adult learning theory expert and advisor with responsibility to oversee policies, procedures, and systems related to the DCAI training and development programs.
- Conducts assessments and oversees assessment development and course evaluation.
- Serves as liaison between DCAI and external partners on matters concerning training and development and provides advice to DCAI leadership.
- Performs DCAI training and program analysis, using data to inform decision making. Collects, reviews and analyzes programmatic information and curriculum data and provides comprehensive assessment of successes and deficiencies.
- Leads working groups and facilitates collaborative meetings with cross-functional teams.

Specialized Experience:You must have one year of specialized experience at the GS-13 or equivalent level.
Specialized experience must be documented in your resume.Specialized experience is defined as: development of strategic plans and training development for an organization, experience in development and implementing training policy, programs and systems for a program area and experience in writing and/or editing a variety of materials for higher level review and approval to support a training program.
Definition of Well Qualified: Experience leading the planning, design, and evaluation of agency-wide adult education and professional development programs. This includes formulating multi-million dollar program budget requirements (such as Operations and Maintenance funding) and utilizing strategic frameworks (such as the Balanced Scorecard) to align training with organizational objectives. Additionally, it requires serving as a principal advisor to senior leadership and external stakeholders on educational policies, and evaluating programs to ensure compliance with national accreditation standards (such as NASBA or COE).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
EducationSubstitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence when applying or prior to appointment as outlined above.
- Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
