About the Position

We're seeking a Senior Scheduler who will work on large, complex heavy civil rail transit projects where you'll utilize your expertise in Communications Based Train Controls (CBTC). The Senior Scheduler partners closely with project managers, design engineers, operations leaders, contractors, and stakeholders to validate scope, resources, and constraints against accurate, executable schedules. This role serves as the scheduling subject-matter expert and provides analytical insight to support decision-making, risk mitigation, and claims management.

This is a long term, full-time, on-site position located in New York, NY.

Responsibilities may include, but are not limited to, the following:
  • Develop, maintain, and analyze integrated project schedules for multiple concurrent design and construction projects, ensuring alignment with project scope, contractual milestones, resource plans, and client objectives.
  • Review, evaluate, and recommend approval of contractor-submitted baseline and updated CPM schedules, verifying schedule logic, durations, sequencing, milestones, constraints, and compliance with contractual and organizational requirements.
  • Develop baseline schedules and perform detailed schedule analyses, including critical path and near-critical path evaluation, float analysis, resource loading, cost loading, cost curves, resource histograms, and schedule comparisons.
  • Monitor project progress against approved baseline schedules by validating contractor-reported progress with field teams, forecasting completion dates, identifying schedule variances, and recommending corrective actions.
  • Perform schedule change management activities, including detailed review and analysis of change orders, schedule revisions, and contractor schedule updates to assess impacts on project delivery.
  • Conduct Time Impact Analyses (TIA), schedule delay analyses, and what-if scenario modeling to evaluate potential impacts, support claims management, and develop schedule recovery strategies.
  • Perform earned value management (EVM) analyses and support Quantitative Schedule Risk Assessments (QSRA) to evaluate project performance, schedule risk, and forecasted outcomes.
  • Identify schedule risks, critical path activities, potential delays, and emerging issues, providing recommendations to mitigate impacts and improve schedule performance.
  • Prepare and present weekly, monthly, and ad hoc schedule reports, executive briefings, dashboards, and management presentations that communicate project status, critical milestones, schedule trends, recovery plans, and key performance metrics.
  • Develop and maintain short-term look-ahead schedules to support construction sequencing, operational planning, and coordination among project stakeholders.
  • Facilitate schedule review meetings and collaborate with project managers, design teams, contractors, procurement, operations, subject matter experts, and client stakeholders to resolve scheduling issues and maintain schedule alignment across all project activities.
  • Track and report potential track outages and other schedule-sensitive operational constraints within the project management information system to support planning and decision-making.
  • Ensure schedules comply with organizational standards, contractual requirements, scheduling best practices, and industry guidelines while maintaining schedule integrity through ongoing quality reviews and continuous improvement initiatives.
  • Provide schedule recommendations and decision support to project managers, project teams, and executive leadership regarding schedule performance, recovery strategies, resource optimization, scope changes, and overall project execution.

Minimum Qualifications
  • Bachelor's degree in engineering, construction management, or related field, or equivalent combination of education and experience.
  • 10+ years' progressive experience in construction scheduling on large, complex heavy civil infrastructure programs, including commuter rail, heavy rail, light rail, or subway projects.
  • Experience scheduling Communications-Based Train Control (CBTC) projects, including delay and claim analysis, Time Impact Analyses (TIA), and Quantitative Schedule Risk Analysis (QSRA).
  • Experience collaborating with signaling contractors such as Siemens, Hitachi Rail, Alstom, or similar rail systems contractors.
  • Experience developing, reviewing, and analyzing CPM schedules using Primavera P6, including baseline schedules, schedule updates, critical path analysis, and schedule comparisons.
  • Experience reviewing and analyzing contractor schedule submittals, including baseline schedules and periodic schedule updates.
  • Experience performing Extension of Time (EOT) evaluations, change order schedule analyses, and schedule impact assessments.
  • Experience with schedule analysis techniques, including critical path methodology, resource loading, cost loading, earned value management (EVM), Monte Carlo simulation, and schedule risk modeling.
  • Experience developing project reports, technical documentation, and executive presentations.
  • Strong proficiency with Primavera P6.
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Word, Excel, PowerPoint, Teams, etc.).

Preferred Qualifications
  • Master's degree in engineering or construction management.
  • Active professional certifications such as PSP (AACE), PMI-SP or PMP (PMI), and/or CCM (CMAA).
  • Experience in design build project delivery.
  • Proficiency with Power BI, Tableau, or similar platforms for building interactive dashboards and KPI visualizations.

Compensation Details

Expected Salary: $175k-$200k/year ($84-$96/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate's level of experience, knowledge, skills, abilities, education, certifications/licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
