Senior Risk Manager-Global Payments Network
We are seeking a visionary Senior Risk Manager to join the International Regulatory Risk Management team for the Global Payment Network (GPN). In this critical leadership role on the Network Risk Operations team, you will be responsible for managing the evolution of our international regulatory operations, building a highly governed, scalable engine that informs our business trajectory and fuels global expansion. You will manage the creation of enabling environments and turn adaptability in the face of global regulations into commercial differentiators. By centralizing our regulatory engagement models, you will proactively shape markets and position GPN as a preferred partner in the global payments ecosystem.
Key Responsibilities
- Manage international regulatory reporting and complex global exams for the Global Payment Network, including major international audits. Drive post-exam insights into continuous, systemic control enhancements.
- Lead and orchestrate international change management frameworks to comply with shifting international laws, ensuring the network remains agile and fully compliant across borders.
- Facilitate country entrance and exits, in line with business strategy.
- Design and deploy a unified regulatory engagement model for the Global Payment Network, establishing clear operational guardrails and centralized oversight for all international regulatory interactions.
- Seamlessly coordinate and drive alignment across a globally distributed network of teams.
- Drive scalability and optimize resource allocation by aligning regulatory strategies with market commercial priorities, jurisdictional risk profiles, and enterprise risk appetite.
- Partner with Business, Product, and Technology teams to build "enabling environments" globally. Translate complex, international regulatory trends into technical specifications and market-leading offerings, turning compliance capabilities into a competitive advantage.
Basic Qualifications:
- Bachelor's degree or military experience
- At least 3 years of experience in financial services risk management
- At least 5 years of experience in project management
- At least 7 years of experience supporting, partnering with, and interacting with internal business clients
Preferred Qualifications:
- At least 8 years of experience in financial services risk management
- At least 7 years of experience leading cross-functional projects and programs within a risk management organization
- Project Management Professional (PMP) Certification or Master's Certificate in Project Management
- Experience leading cross-functional teams, establishing strategic direction, and managing stakeholder expectations

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
Chicago, IL: $161,500 - $184,300 for Sr. Risk ManagerMcLean, VA: $177,700 - $202,800 for Sr. Risk Manager
New York, NY: $193,800 - $221,200 for Sr. Risk Manager
Richmond, VA: $161,500 - $184,300 for Sr. Risk Manager
Riverwoods, IL: $161,500 - $184,300 for Sr. Risk Manager
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
