The Senior Resource Specialist leads or provides advanced technical expertise for complex power transmission and supply programs that support Metropolitan's mission to provide reliable, high-quality water to Southern California. This position develops and implements strategic initiatives related to power transmission strategy, and economic planning, transmission and generation project development energy storage, power rate analysis while collaborating with internal and external partners to advance long-term water and power reliability and sustainability.Top of Form
What You’ll Do
- Lead and oversee technical programs, project budgets, consultants, and assigned activities, ensuring work is completed efficiently and complies with organizational policies, regulatory requirements, and industry standards.
- Manage and support complex transmission, generation, and capital improvement projects by coordinating project resources, collaborating with internal and external stakeholders, and ensuring projects are delivered on time and within budget.
- Prepare, review, and administer contracts, environmental reviews, regulatory filings, and technical documentation to ensure compliance with legal, regulatory, and organizational requirements.
- Analyze state and federal legislation, regulatory policies, and industry trends to develop recommendations, support strategic initiatives, and provide technical guidance to management and cross-functional teams.
- Develop and utilize forecasting models, economic analyses, pricing scenarios, and planning tools to evaluate transmission, generation, power resource, and capital investment options that support long-term planning.
- Negotiate and administer consultant agreements and technical studies to support specialized engineering, scientific, and resource planning initiatives while ensuring cost-effective outcomes.
- Perform other related duties as required.

Schedule: 9/80 Monday through Friday /Every other Friday off. Start times are no earlier than 6 am and end times are no later than 6 pm.
Hybrid: Metropolitan’s current practice in this position is a hybrid work schedule. This typically includes two days a week in person and the other days remote. This is subject to change dependent on organizational needs. In addition, a telework policy is scheduled for negotiations and once completed and implemented, will provide final direction on the hybrid schedule.
EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONSEducation and Experience: A Bachelor’s degree from an accredited college or university, majoring in a related field AND eight years of relevant experience;
Or an advanced degree from an accredited college or university, majoring in a related field and six years of relevant experience.
Bachelor’s degree is defined as: A four-year degree in Economics, Finance, Business Management, or Electric Engineering field.
Relevant Experience is defined as: Expertise in energy and capacity procurement, Transmission and/or Generation Planning, economic analysis including production cost simulation, utility rates, regulatory processes, as well as state and federal energy legislation analysis.
DESIRABLES:
Experience with Production cost modeling tools such as (e.g., GridView, or PROMOD, or PLEXOS). Experience work with Regulatory agencies such as CAISO, CPUC, CEC, CARB, and WECC. Knowledge of utilities rate analysis, rate design and rate making processes. Experience analyzing state and federal energy legislations and developing recommendations.
