Duties, Responsibilities & Other

The Senior Project Planner leads the NEPA portion of complex transportation projects for the organization. This role requires deep expertise in planning, regulatory compliance, and project management. The Senior Project Planner also plays a critical role in shaping long-term planning strategies and serves as a subject matter expert in the field.

Key Responsibilities:• Manage all NEPA phases of large-scale planning projects.• Serve as a planning expert and representative at public hearings and advisory boards.• Provide strategic direction on long-range planning and policy development.• Manage a team of planners, consultants, and external stakeholders.• Ensure all projects comply with zoning, environmental, and land use regulations.• Develop and review technical reports, project proposals, and policy recommendations.• Provide technical oversight for projects and staff. • Complete all tasks on time and within budget while fully meeting project scope. • Achieve or exceed budgets individual utilization targets. • Comply with all KCI policies and procedures.• Ensure projects comply with ISO standards.• Conduct and submit timely annual Employee Performance Appraisals for assigned staff. • Mentor and develop junior staff and mid-level planners.

Qualifications

Education and/or Skills Required:

 

  • Minimum of 10 years of experience in related field.
  • Bachelor’s degree in environmental planning, transportation planning, urban planning or related discipline
  • Experience with PennDOT, PTC and PADEP procedures/regulations required. 
  • Strong proficiency in Microsoft Word and Excel.
  • Proficiency in GIS software.
  • Excellent public speaking, presentation, and interpersonal skills.
  • Strong leadership, negotiation, and conflict resolution skills.
  • Strong strategic thinking and decision-making skills.
  • Good communication and technical writing skills.
  • Detail-oriented with strong organizational skills.
  • Ability to work collaboratively in a team environment.
  • Strong problem-solving skills and ability to think critically

 

Certificates, licenses, and/or Registrations Required:• Ability to maintain required certifications.

Certificates, licenses, and/or Registrations Preferred: • AICP
