Job Title: Senior Project Manager (Hybrid/On-Site)

Position Overview:BLN24 is seeking a Senior Project Manager to support CFPB's RegTech BPA program management and business analysis operations. This Key Personnel role requires demonstrated experience managing complex federal IT delivery programs, coordinating between regulatory and technical teams, and sustaining Agile delivery discipline in a FISMA Moderate environment. Oral interviews with CFPB evaluators are anticipated for this role.
Key Responsibilities:- Serve as the primary program management interface with the CFPB Bureau Program Manager
- Own Call planning, BOE development, milestone scheduling, and deliverable acceptance
- Translate regulatory change into backlog items and coordinate between Bureau regulations-writing staff and the technical team
- Facilitate all Agile ceremonies and maintain velocity, burn-down, and quality metrics using CFPB-designated tools
- Track and report on milestones, dependencies, staffing health, vulnerabilities, defects, and corrective actions
- Manage risk, escalation, and issue resolution across all task areas
Required Qualifications:- 8+ years of project or program management experience on federal IT contracts, including demonstrated experience supporting a financial regulatory, compliance, or data collection mission at agencies such as CFPB, FDIC, OCC, SEC, FHFA, FRB, or NCUA, or equivalent regulatory environment
- Demonstrated experience with HMDA, Regulation C, Section 1071/ECOA, or comparable financial regulatory framework (or demonstrated ability to rapidly develop regulatory domain expertise)
- Proven experience managing Agile delivery programs including SAFe, Scrum, or equivalent frameworks
- Experience running Agile ceremonies: PI Planning, sprint planning, daily stand-ups, sprint reviews, and retrospectives
- Demonstrated experience coordinating between regulatory/policy teams and technical delivery teams
- Experience with federal FISMA Moderate or comparable security-compliance program delivery
- Proficiency with CFPB-designated or comparable issue tracking and repository tools (Jira, GitHub Projects)
- Bachelor's degree in Business, IT, or related field; PMP or equivalent certification strongly preferred
Preferred Qualifications:- Direct prior engagement at CFPB or with the HMDA/Section 1071 data collection programs specifically
- SAFe Agilist (SA) or comparable Agile leadership certification
- Experience managing FFP task orders with BOE traceability and milestone acceptance
- Active or prior federal security clearance
