HGA is seeking an experienced Senior Project Controls - Cost Controls professional to support major capital projects at a power generation facility in Westlake, Louisiana. This onsite role is ideal for a seasoned cost controls expert who thrives in a collaborative environment and has a strong background in forecasting, change control, and financial reporting on large-scale construction projects.
The Senior Project Controls - Cost Controls professional will be responsible for cost management, forecasting, analysis, reporting, and change control for major capital projects. This position works closely with Project Managers, Project Controls, Engineering, Construction, Procurement, Finance, and contractors to maintain accurate project cost information and provide reliable forecasts of project financial performance. The ideal candidate has extensive experience managing project budgets, commitments, expenditures, accruals, forecasts, trends, and changes on large capital construction projects.
Key Responsibilities- Establish and maintain project cost-control systems, structures, and reporting processes
- Develop and maintain project budgets and control accounts aligned with the project's WBS and cost breakdown structure
- Track actual costs, commitments, purchase orders, invoices, accruals, and forecast expenditures
- Prepare and maintain project Estimate at Completion (EAC) and Estimate to Complete (ETC) forecasts
- Perform monthly cost forecasting and variance analysis
- Identify cost trends, risks, opportunities, and potential budget impacts
- Develop monthly project cost reports, dashboards, cash-flow forecasts, and management presentations
- Coordinate with Project Managers and project team members to validate forecasts and anticipated expenditures
- Manage and support project change-control processes, including identification, evaluation, tracking, and incorporation of approved changes
- Review contractor cost reports, forecasts, invoices, progress measurements, and change-order submissions
- Maintain project commitments and reconcile project financial information with ERP/accounting systems
- Support monthly accrual and Value of Work Done (VOWD) processes
- Monitor contingency usage and forecast remaining project contingency requirements
- Support earned-value and project performance measurement where applicable
- Assist Project Management in evaluating potential cost impacts associated with schedule changes, scope changes, productivity issues, and project risks
- Coordinate with the Project Scheduler to ensure alignment between cost forecasts, progress, and schedule status
- Support annual budgeting, capital planning, and multi-year project forecasts
- Assist with project closeout, final cost reconciliation, purchase-order closure, and lessons learned
- Provide timely analysis and recommendations to project leadership regarding cost performance and emerging financial risks
Required Qualifications- 10+ years of project cost controls/project controls experience supporting major capital projects
- Strong experience with project budgeting, forecasting, commitments, actual costs, accruals, ETC/EAC, cash flow, and variance analysis
- Demonstrated experience with project change management and trend management
- Strong knowledge of EPC and construction project execution
- Advanced Microsoft Excel skills
- Strong analytical, communication, and problem-solving capabilities
- Ability to effectively interface with Project Management, Construction, Engineering, Procurement, Finance, and contractor organizations
Preferred Qualifications- Bachelor's degree in Engineering, Construction Management, Finance, Accounting, Business, or a related field
- Experience with SAP, EcoSys, Oracle, or comparable enterprise/project cost management systems
- Experience with Power BI or other reporting/analytics tools
- Power generation or electric utility project experience strongly preferred
- Petrochemical, LNG, refining, or other Gulf Coast heavy industrial experience highly desirable
- AACE Certified Cost Professional (CCP), PMP, or similar certification
