Pay: $68.14 - $109.02 hourly, depending on experience

PEMCCO is seeking a Senior Program Manager to provide executive-level leadership and oversight for government programs, contracts, and mission-critical initiatives. Job Overview

As a Senior Program Manager, you will serve as a senior leader responsible for planning, directing, coordinating, executing, and overseeing complex programs, contracts, projects, or multiple task areas supporting government customers. You will act as a primary interface with senior government and contractor leadership while ensuring technical, operational, financial, and contractual requirements are successfully achieved.

This position offers the opportunity to shape program strategy, influence organizational growth, and lead large-scale initiatives that directly impact mission success.

What You'll Do
  • Direct and oversee the execution of complex programs, projects, contracts, or multiple task areas
  • Develop and implement program strategies, objectives, and execution plans aligned with customer and organizational goals
  • Manage program scope, schedules, resources, staffing, and deliverables to ensure successful performance
  • Monitor program performance and ensure compliance with contractual, financial, technical, and operational requirements
  • Lead program planning, execution, and reporting activities
  • Establish and maintain strong relationships with government customers, subcontractors, stakeholders, and internal leadership
  • Oversee budget development, resource planning, and financial performance activities
  • Identify, assess, and mitigate program risks and issues
  • Lead program reviews, status meetings, executive briefings, and customer engagements
  • Ensure quality standards, performance objectives, and customer requirements are achieved
  • Coordinate multidisciplinary teams in support of mission objectives and program success
  • Support business growth initiatives, strategic planning efforts, and program transitions
  • Develop recommendations and solutions to address complex operational and organizational challenges
  • Provide leadership, guidance, and mentorship to managers, supervisors, and project personnel
  • Ensure program documentation, reports, and deliverables are completed accurately and submitted on schedule

What You Bring

Required Qualifications
  • Bachelor's degree in Business Administration, Management, Engineering, Information Technology, or a related discipline
  • Fifteen (15) years of experience in program management, project management, contract management, or a related field
  • Advanced knowledge of program and project management principles, methodologies, and best practices
  • Knowledge of government contracting, contract administration, and performance management
  • Knowledge of budgeting, resource management, workforce planning, and risk management
  • Ability to manage complex programs, projects, and customer relationships
  • Ability to develop and implement strategic plans and organizational objectives
  • Strong leadership, decision-making, and organizational skills
  • Strong analytical and problem-solving abilities
  • Excellent written, verbal, and presentation communication skills
  • Ability to lead multidisciplinary teams and build collaborative working relationships
  • Ability to communicate effectively with executive leadership, government customers, and stakeholders
  • Ability to manage multiple priorities in a dynamic environment
  • Proficiency with Microsoft Office applications and project management tools
  • Ability to obtain and maintain a government security clearance if required

Preferred Experience
  • Master's degree in Business Administration, Management, Engineering, Information Technology, or a related discipline
  • Project Management Professional (PMP) certification or equivalent
  • Experience supporting Department of Defense or Federal Government programs
  • Experience managing large, complex programs with multiple stakeholders
  • Experience overseeing program budgets, staffing, and resource allocation
  • Experience leading geographically dispersed or multidisciplinary teams
  • Experience supporting strategic planning, business growth, and organizational initiatives
  • Experience briefing senior government and executive leadership
