Position SummaryOdyssey has an exciting opportunity for a Senior Program Manager supporting the Air Force Life Cycle Management Center Rapid Enterprise Solutions division (AFLCMC/EBR) at Eglin AFB, FL. This position provides acquisition and program management support across the full life cycle of air armament and conventional munitions systems, enabling rapid, data-driven decision making in support of mission-critical programs.
The Rapid Enterprise Solutions Division, AFLCMC/EBR, has a diverse team responsible for providing enabling capabilities to the Armament Directorate. The Division has responsibility for developing how AFLCMC/EB designs, develops, tests, and sustains its weapon systems. The EBR focus is to modernize support so program office teams can accelerate solutions delivery to the warfighter.
EBR has responsibility to deliver rapid enterprise solutions in the following areas: delivering AFLCMC/EB with multi-level secure on-premise & cloud-based digital ecosystems for program offices to collaborate real-time with their prime contractors; integrating model-based systems engineering and office productivity software tools in these environments with appropriate support across AFLCMC/EB; training the AFLCMC/EB workforce to use the tools, and deploying the tools with appropriate support across AFLCMC/EB; security control assessments to programs and IT systems; cyber protection services to programs; weaponeering type services to include but not limited to lethality, survivability and other modeling, simulation and analysis activities in a development, security, operations (DevSecOps) environment; facility operations management to include facility projects; human capital and resource management.
Our Program Managers support the government with planning, researching, analyzing and assessing the effectiveness, efficiency, and productivity of weapons systems and associated equipment acquisitions (development, production and deployment), and formulate plans and recommend strategies to meet cost, schedule, and performance objectives.
Responsibilities
Duties may include, but are not limited to:
- Provide acquisition program management support across all phases of the DoD acquisition lifecycle (Materiel Solution Analysis through Operations & Support)
- Advise Government Program Managers on program execution, acquisition strategy, and risk management
- Develop, review, and coordinate acquisition documentation such as:
- Acquisition Strategy (AS)
- Systems Engineering Plan (SEP)
- Test and Evaluation Master Plan (TEMP)
- Life Cycle Sustainment Plan (LCSP)
- Statement of Work (SOW), Statement of Objectives (SOO), and Contract Data Requirements Lists (CDRLs)
- Monitor and evaluate program cost, schedule, and performance using metrics and Earned Value Management (EVM)
- Identify, assess, and mitigate program risks; maintain and manage risk registers
- Lead or support Integrated Product Teams (IPTs), milestone reviews, and technical reviews (e.g., SRR, PDR, CDR)
- Support source selection activities, including proposal evaluation and contract modifications
- Coordinate across engineering, logistics, test, and financial stakeholders to ensure integrated program execution
- Prepare and deliver briefings, status reports, and decision support materials to senior leadership
- Support Foreign Military Sales (FMS) and international armaments cooperation efforts, as applicable
Qualifications
Minimum Required Qualifications:
Citizenship: Must be a US Citizen
Clearance: Current Secret clearance
Education and experience:
- Senior: Bachelor’s degree and 25 years of relevant experience; OR Master’s degree and 15 years of relevant experience
- Program management experience preferably within a DoD acquisition or other regulated environment
Preferred Qualifications
- PMP (Project Management Professional
- DAWIA Level II or III in Program Management or equivalent
- Experience supporting AFLCMC, SAF/AQ, or equivalent Air Force acquisition organizations
- Experience with armament systems (air-to-air, air-to-surface munitions, missiles, or related systems)
- Experience supporting Foreign Military Sales (FMS) programs
- Strong knowledge of DoD acquisition lifecycle processes and DoDI 5000 series
- Experience developing and reviewing acquisition documentation (AS, SEP, TEMP, LCSP, etc.)
- Experience with Earned Value Management (EVM) analysis and reporting
- Experience with risk management and mitigation planning
- Familiarity with scheduling tools (e.g., MS Project, Primavera)
- Understanding of requirements development and JCIDS processes (ICD, CDD, CPD)
