Senior Program Management Liaison III / HQ ACC Advanced Capabilities Program SupportLocation: Hampton, VAMinimum Clearance Required: Top Secret/SCIThis role requires an active, fully-adjudicated US Government Security Clearance at the TOP SECRET/SCI level. Candidates without the appropriate clearance are not eligible to be considered.Travel: up to 10%A Senior Program Management Liaison III is responsible for serving as a liaison between 645 AESG Program Management Office (PMO), 645 AESS, and Headquarters, Air Combat Command, for coordination and maturity of advanced requirements with HQ ACC. Candidate will provide RC-135 and related BIG SAFARI program functional support and synchronization across HAF, HQ ACC, 16 AF, 55 WG, and PMO/SQ to operationally transition and sustain advanced capabilities. The role ensures consistent guidance, messaging, and expectation management across the RC-135 enterprise.
Who You Are And What You Need:- Bachelor's Degree required, Master's Degree preferred.
- Minimum of 15 years of experience working in leadership / advisory position within the Department of Defense, preferably United States Air Force.
- Minimum of 10 years of military, civil service, or defense contractor experience with developing/integrating/fielding/sustaining Electromagnetic Warfare, airborne ISR platforms, sensors, or national-tactical intelligence operations requirements.
- Minimum of 10 years of experience with Rapid Acquisition.
- Must be a qualified former RC-135 mission crew member.
- Minimum 750 operational flight hours in RC-135 variants (RC-135V/W RIVET JOINT, RC-135U COMBAT SENT, or RC-135S COBRA BALL).
- Minimum of 3+ years(s) of documented work experience in DoD Special Access Program (SAP) or Sensitive Compartmented Information (SCI) enclaves adhering to DoDM 5205.07 standards.
- Knowledge and understanding of system security accreditation policy and guidance and support 16th AF evaluation of current and future hardware and software suitability/sustainability for use on weapon system.
- Knowledge of Department of Defense acquisition reform initiatives.
- Must be familiar with DoD 5000 series acquisition regulations.
- Proven record in problem solving, decision-making, financial management, logistics and concept development.
- Excellent verbal and written communication skills to include delivering presentations.
- Proficiency using PC software applications with an advanced ability to utilize Windows-based programs and Microsoft Office, including PowerPoint, Excel, and Word.
What You Will Do: - Advocate and guide operationalization of RC-135 advanced capabilities.
- Facilitate program-level indoctrination process for HQ ACC and 55 WG personnel, enabling awareness of critical advanced capabilities, driving increased program and mission success.
- Author appropriate products to provide both ACC/A5I and ACC/A58Z proper tools to understand and advocate for current and future advanced capabilities.
- Prepare Staff Summary Sheets (eSSS), capability roadmaps, Flag-level decision briefings, and Technical Exchange Meeting (TEM) executive summaries for ACC leadership and SAF/AQL.
- Coordinate operational capability requirements between 645 AESG Program Office, HQ ACC, user and contractor; determine adequate solutions and translate requirements into contractual language.
- Perform technical evaluations of contractor proposals for the 645 AESG.
- Coordinate between 645 AESG and contractor on evaluation results of contractor integration and manufacturing performance and assists with implementation of corrective actions as required.
- Assist with developing acquisition strategy, project schedules, program plans, financial plans, and other time-sensitive documentation.
- Assist with resolving technical problems associated with the integration of new capabilities.
- Coordinate sustainment requirements for system upgrades and system improvements.
- Evaluate contractor generated technical data, technical manuals, and engineering changes.
- Provide technical and management oversight during the integration, and test phases of newly installed systems.
- Assist with preparation of program briefings on acquisition, financial, and technical improvement projects.
- Assist 645 AESG PMs in monitoring contractor schedule and performance.
- Research existing and evolving technology for application to the program.
- Understands system security accreditation policy and guidance and support 16th AF evaluation of current and future hardware and software suitability/sustainability for use on weapon system.
- Support long term security strategy and interface with field units to provide security guidance for multiple electromagnetic warfare systems.
- Other tasks/duties as assigned.
