DescriptionACT1 Federal is seeking a Senior Program Management Analyst to support the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst Aircraft Launch and Recovery Equipment (ALRE) Department at Joint Base McGuire-Dix-Lakehurst, New Jersey.
In this role, you will assist ALRE Program Offices in executing development, production, fielding, and sustainment activities for current and next-generation ALRE systems used to launch and recover aircraft from aircraft carriers and other Navy ships.
Responsibilities- Provide acquisition support to assigned ALRE Integrated Product Team Leads (IPTLs), including preparation and staffing of Acquisition Requirements Packages (ARPs) in accordance with DoDI 5000.2 for high-priority and high-visibility projects.
- Draft acquisition program documents and plans and support major milestone decision reviews.
- Assist program teams in developing contract requirements and evaluating proposals.
- Perform cost-benefit analyses and supportability analyses.
- Assess impacts associated with new and modified systems, pre-planned improvements, Engineering Change Proposals (ECPs), Technical Directives, Provisioning Documentation, Design Change Notices, and other program documentation.
- Prepare Plans of Action and Milestones (POA&Ms), including estimated cost and manpower requirements, justifications, and budget submittals.
- Provide design and in-service support for associated ALRE systems and installations.
- Manage recurring and ad hoc program reporting requirements.
- Support the preparation, coordination, execution, and evaluation of program management reviews.
- Collect, analyze, and manage program management data using in-house and third-party software, web applications, and databases.
- Support the control and maintenance of data repositories, data warehouses, and relational databases used for ALRE projects.
- Develop, coordinate, and update Ship Change Documents supporting modernization efforts.
- Help ensure the adequacy of ALRE assets required to support aircraft carrier installation efforts.
- Monitor program schedules, deliverables, risks, performance metrics, and action items.
- Provide senior-level program management support to resolve complex acquisition and program execution issues.
Requirements- Active DoD Secret clearance.
- Bachelor's degree from an accredited university.
- Minimum of ten years of experience managing complex, multi-disciplined programs.
- Minimum of five years of experience with Aircraft Launch and Recovery Equipment (ALRE) or Support Equipment (SE).
- Knowledge of the land-based and shipboard environments in which ALRE or Support Equipment systems operate.
- Experience working on Acquisition Category (ACAT) programs, Abbreviated Acquisition Programs (AAPs), or programs of comparable size and complexity.
- Experience establishing depot-level repair capabilities.
- Senior-level Program Management skills related to task execution, scheduling, and personnel management.
- Ability to effectively operate within Naval Air Systems Command (NAVAIR) policies and processes.
- Understanding of NAVAIR financial, staffing, and contracting systems and associated constraints.
