Position Summary
The Procurement Manager is responsible for leading sourcing, supplier management, subcontractor oversight, commercial support, procurement governance, reporting, and cost optimization activities in support of CBRE account delivery. This role ensures procurement activities align with client commitments, operational requirements, compliance standards, KPI expectations, and business objectives. The Procurement Manager works closely with account leadership, finance, facilities management, project management, and operational stakeholders to deliver best-value procurement solutions, support service continuity, drive measurable savings, and ensure supplier performance.

Essential Duties and Responsibilities

Strategic Sourcing and Procurement Execution

  • Lead end-to-end sourcing events for goods, services and subcontracted work required to support account operations and client delivery.
  • Develop and implement sourcing strategies that improve service, mitigate risk, and deliver cost savings or cost avoidance.
  • Conduct supplier evaluations, competitive bidding processes, commercial analysis, and procurement recommendations.
  • Support procurement planning for ongoing operations, transition activities, facilities services and project-related work.
  • Leverage market intelligence and CBRE supply chain capabilities to improve procurement outcomes and service delivery.

Supplier and Subcontractor Management

  • Support selection, onboarding, and ongoing management of suppliers and subcontractors used in service delivery.
  • Maintain subcontractor and supplier tracking records, including sourcing plans, supplier matrices, and related procurement documentation.
  • Monitor supplier performance and partner with operations teams to resolve service issues, implement corrective actions, and drive continuous improvement.
  • Help ensure supplier contracts, insurance requirements, cancellation provisions, and performance expectations are administered in accordance with account requirements.
  • Support warranty recovery, vendor accountability, and service quality expectations across the supply base.

Commercial and Contract Support

  • Provide procurement support for contract administration, commercial documentation, and sourcing-related approvals.
  • Assist in evaluating procurement impacts related to scope changes, service modifications, work orders, and account amendments.
  • Ensure procurement activity aligns with contractual requirements, internal controls, client standards, and sourcing governance expectations.
  • Partner with finance, legal, operations, and account leadership to address pricing, risk, supplier issues, and procurement-related decisions.

Reporting, Analytics, and Savings Delivery

  • Prepare and maintain procurement reports on sourcing activity, supplier performance, savings, spend trends, risk items, and pipeline progress.
  • Develop and maintain sourcing and savings plans and communicate progress against procurement targets.
  • Support benchmarking, market comparisons, and data-driven recommendations to improve supplier and category performance.
  • Contribute quarterly business reviews, KPI discussions, and service performance reviews where procurement performance impacts account delivery.
  • Assist with root cause analysis and corrective action planning when procurement or supplier-related issues affect operational performance.

Compliance, Risk, and ESG Support

  • Support procurement compliance with client requirements, audit standards, internal policies, and applicable regulatory expectations.
  • Incorporate service risk, business continuity, and supplier resilience considerations into sourcing and supplier management decisions.
  • Support supplier diversity, ESG, and sustainable sourcing objectives where applicable.
  • Maintain procurement records and files necessary for governance reviews, audits, and account reporting.

Cross-Functional Collaboration

  • Partner with account leadership, facilities teams, engineering, finance, and project management teams to align procurement with operational priorities and service delivery needs.
  • Provide procurement input during transitions, annual planning, supplier strategy reviews, and service improvement initiatives.
  • Participate in regular stakeholder meetings and communicate procurement priorities, risks, and opportunities effectively.

Reporting Requirements and Frequency

  • The Procurement Manager is responsible for preparing, maintaining, and communicating procurement-related reporting to support account governance, supplier oversight, savings delivery, compliance, and operational performance. Reporting requirements include, but are not limited to, the following:
  • Required Reporting:
    • Procurement activity reports summarizing sourcing events, supplier status, pipeline activity, and procurement support provided across operational and project needs; formally reported monthly or as required by account leadership.
    • Savings and sourcing plan reporting documenting cost savings, cost avoidance, sourcing initiatives, and value delivered through procurement activity; updated regularly and reviewed monthly, with broader progress incorporated into quarterly business reviews.
    • Supplier and subcontractor performance reports tracking service quality, compliance, issue resolution, and corrective actions; reviewed monthly, with escalated issues reported as needed.
    • Subcontractor matrix / supplier tracking logs reflecting supplier engagement status, contract tracking, compliance documentation, and sourcing activity; maintained on an ongoing basis and reviewed at least monthly.
    • Procurement KPI support reporting to contribute to service-level outcomes, account performance reviews, and management fee at-risk governance; maintained monthly and incorporated into quarterly and annual account reviews.
    • Benchmarking and market comparison reports to support procurement strategy, supplier selection, pricing validation, and performance improvement planning; completed periodically based on business reviews, sourcing cycles, or planning needs.
    • Variance and financial support reporting related to procurement spend supplier pricing, budget alignment, invoice review, and exceptions; prepared monthly and escalated when thresholds are exceeded or risks are identified.
    • Compliance and audit support documentation including procurement records, supplier compliance materials, insurance verification support, and sourcing documentation needed for governance or audit review; maintained continuously and produced upon request.
    • Root Cause Analysis (RCA) support for procurement or supplier-related issues affecting service delivery, supplier performance, or operational continuity; when requested, support must be provided within 48 hours.
    • Quarterly Business Review (QBR) procurement inputs summarizing sourcing results, savings, risks, supplier performance, and improvement opportunities for leadership and client review; required quarterly.
    • Annual sourcing plans outlining procurement strategy, supplier pipeline, subcontractor planning, and category priorities for the upcoming year; required annually.
  • Reporting Cadence Summary:
    • Ongoing / Real-Time: supplier tracking logs, compliance files, and procurement records must remain current.
    • Monthly: procurement activity, savings updates, supplier performance, subcontractor review status, and spend / variance support reporting.
    • Quarterly: QBR materials, KPI-related procurement inputs, and performance summaries.
    • Annually: annual sourcing plans and annual planning support.
    • Ad Hoc / As Requested: root cause analysis, benchmarking, audit support, issue escalation, and special reporting requests.

Required Education and Experience

  • Bachelor's degree in Business, Supply Chain, Procurement, Finance, Operations, or a related field, or equivalent combination of education and experience.
  • Experience in procurement, strategic sourcing, supplier management, subcontractor management, or supply chain operations.
  • Demonstrated experience managing sourcing events, evaluating suppliers, negotiating commercial terms, and driving measurable savings outcomes.
  • Experience working in a service-based, facilities, real estate, project, or outsourced operations environment is preferred.

Knowledge, Skills, and Abilities

  • Strong knowledge of procurement processes, sourcing strategies, supplier management practices, and procurement governance principles.
  • Ability to interpret contract requirements and apply them to sourcing, supplier oversight, and procurement decision-making.
  • Strong analytical and financial skills, including the ability to evaluate pricing, supplier proposals, savings opportunities, and spend data.
  • Excellent communication, stakeholder management, and organizational skills.
  • Ability to manage multiple priorities and work effectively across cross-functional teams in a fast-paced environment.
  • Proficiency in Microsoft Office applications and procurement, spend, or supplier management tools as applicable.

Preferred Qualifications

  • Experience supporting integrated facilities management, workplace services, capital projects, or corporate real estate operations.
  • Familiarity with supplier diversity, ESG programs, and sourcing in performance-based service environments.
  • Experience developing procurement reporting, supplier scorecards, sourcing pipelines, and savings tracking tools.
