Full Job Description
Senior IT Analyst to support the Federal Aviation Administration (FAA) Airports Data and Information Portal (ADIP). This senior technical leadership position supports ADIP sustainment, development, security and privacy, and advisory and regulatory activities across the application portfolio. The ideal candidate will possess extensive experience leading operations and maintenance for enterprise or cloud-connected systems, maintaining federal cybersecurity authorization and privacy documentation, coordinating cross-functional technical teams, and developing regulatory or policy guidance. This role helps ensure ADIP remains reliable, secure, compliant, and responsive to FAA and airport stakeholder needs across the National Airspace System (NAS).

Primary Responsibilities

ADIP Sustainment, Development & Support
  • Provide senior program oversight and operational and technical direction for the ADIP portfolio using Software Development Life Cycle (SDLC) and Agile methodologies.
  • Oversee operations and maintenance across development, test, and production environments, including system monitoring, optimization, and technical issue resolution.
  • Direct maintenance of APIs, web services, integrations, data quality processes, performance metrics, and operational reporting.
  • Maintain and update system documentation, including the Project Management Plan (PMP), Functional Requirements Document (FRD), System Design Document (SDD), Interface Control Document (ICD), installation guides, release notes, and user guides, on FAA-approved sites.
  • Support release planning, readiness reviews, deployment coordination, and release automation in collaboration with the AIT Production Support team.
  • Coordinate across engineering, development, security, data, and program teams to ensure deliverables are accurate, complete, timely, and provided in COR-approved formats.

Security & Privacy Support
  • Develop, update, and maintain federal security and privacy documentation, including the System Security Plan (SSP), Privacy Threshold Analysis (PTA), Privacy Impact Assessment (PIA), Security Development Approach (SDA), and Security Concept of Operations or related security documentation.
  • Support Certification and Accreditation activities and maintain the system's Authority to Operate (ATO).
  • Manage Plans of Action and Milestones (POA&Ms) in the DOT FISMA inventory or Cyber Security Assessment and Management system (CSAM).
  • Conduct or support security impact analyses, security control assessments, vulnerability reviews, and remediation planning.
  • Prioritize and track flaw remediation activities in accordance with applicable NIST requirements, FAA Order 1370.121B, SI-2 Flaw Remediation, and the DOT Security Weakness Management Guide.
  • Coordinate security and privacy requirements with technical teams to maintain compliance throughout the system lifecycle.

Advisory & Regulatory Support
  • Provide technical writing support for the development, revision, and maintenance of FAA airport and ADIP guidance documents.
  • Draft and update technical content supporting AC 150/5300-16, AC 150/5300-17, AC 150/5300-18, AC 150/5300-19, FAA Order 5010.4, Engineering Briefs, and Engineering Memorandums.
  • Coordinate reviews with program, technical, security, regulatory, and stakeholder teams as applicable.
  • Submit all draft deliverables for COR review and approval before publication or implementation.

Required Qualifications

Education
  • Bachelor's degree in Information Systems, Business Systems, Management Information Systems, IT Management, or another IT-related field. Degrees in Engineering, Mathematics, or Science may also be acceptable.

Experience
  • Fifteen (15) or more years of relevant professional experience in information technology, systems analysis, enterprise application support, cybersecurity, privacy, regulatory support, or a related technical discipline.

Demonstrated Experience
  • Operations and maintenance of enterprise, cloud-connected, or hybrid IT platforms and web applications.
  • Federal information security and privacy programs, including ATO sustainment, POA&M management, security documentation, and NIST or FISMA compliance.
  • Security control assessment, vulnerability prioritization, remediation tracking, and security impact analysis.
  • SDLC and Agile delivery, configuration management, release management, and cross-functional technical coordination.
  • Technical writing and development of federal regulatory, policy, advisory, security, or program guidance documentation.
  • Preparation and delivery of accurate, timely, and compliant technical deliverables for government review and approval.
  • Knowledge, Skills, and Abilities
  • Strong understanding of enterprise application sustainment, system integration, cloud-connected environments, and operational performance management.
  • Knowledge of federal cybersecurity and privacy frameworks, including NIST controls, FISMA, ATO processes, POA&Ms, and FedRAMP concepts.
  • Knowledge of FAA Order 1370.121B, FAA AIT software development guidance, and federal security weakness management practices.
  • Knowledge of Section 508 accessibility and WCAG 2.1 Level AA standards.
  • Ability to lead ADIP sustainment, security and privacy, and advisory and regulatory activities concurrently.
  • Ability to coordinate cross-functional teams and translate technical, security, privacy, and regulatory requirements into actionable deliverables.
  • Strong leadership, analytical, technical writing, and verbal communication skills.
  • Ability to obtain and maintain a Public Trust clearance.

Preferred Qualifications
  • Experience supporting the FAA, U.S. Department of Transportation, or another federal aviation, airport, transportation, or data program.
  • Experience serving as a technical lead for a federal enterprise system or multi-application portfolio.
  • Familiarity with airport data systems, aeronautical information, and geospatial or GIS data management.
  • Familiarity with FAA airport regulatory guidance, including FAA Order 5010.4 and the AC 150/5300 series.
  • Experience using DOT or federal cybersecurity governance, risk, and compliance tools such as CSAM.
  • Relevant certifications such as CISSP, ITIL, CompTIA Security+, CISM, PMP, or comparable credentials.

Salary Range: $119,000 - $152,000

Clearance Requirement: Ability to obtain and maintain a Public Trust clearance. FAA PIV card and access to Sensitive Unclassified Information (SUI) required.
