Job Summary

The Senior Financial Analyst supports a broad range of wholesale billing, cost recovery, and grant management functions. This role operates at an expert level with minimal supervision and requires strong analytical judgment, advanced accounting knowledge, and the ability to work independently in a project-oriented environment. Responsibilities may include all or a subset of the functions listed below.Essential Functions
  • Perform a wide range of grant management activities, including analyzing and identifying grant-eligible disbursements and preparing reimbursement packages for submission to agencies such as the Environmental Protection Agency (EPA), Federal Emergency Management Agency (FEMA), and DC HSEMA.
  • Prepare audit schedules and supporting documentation for grant-related audits.
  • Perform operating and capital billing activities, including preparation of estimated bills and true-up (settlement) bills, tracking and reporting billing and payments, and preparing supporting schedules.
  • Conduct independent research on customer billing disputes and work collaboratively to support resolution efforts.
  • Perform direct and indirect cost analyses and allocate indirect costs to projects and departments.
  • Respond to internal and external audits related to grants, cost recovery, and wholesale billing.
  • Perform complex account reconciliations, including reconciliation between the general ledger and ERP subledgers; analyze accruals, adjustments, and variances, and recommend solutions.
  • Review, record, and report financial transactions in accordance with Generally Accepted Accounting Principles (GAAP), established policies, and organizational objectives.
  • Prepare financial information in support of financial statement reporting and period-end closing activities.
  • Implement and monitor policies and procedures within assigned program areas to ensure achievement of management objectives.
  • Apply professional judgment to assess, investigate, and resolve unusual or complex issues in the absence of established guidelines or procedures.
  • Interpret, analyze, and develop accounting policies, standards, and procedures to improve accuracy in activity costing.
  • Review and authorize requisitions for posting in the financial system.
  • Perform other related duties and special projects as assigned by the Supervisor or Manager.
Minimum Qualifications
  • Bachelor's degree in Accounting from an accredited college or university.
  • Four (4) years of progressive accounting or finance experience.
  • CPA and/or Master's degree preferred.
  • Good working knowledge of automated financial systems; Oracle Cloud Financial ERP experience preferred.
  • Strong analytical, planning, and organizational skills.
  • Demonstrated ability to work independently in a project-oriented environment.
  • Strong data analysis skills, including advanced proficiency in Microsoft Excel.
  • Proficient in Microsoft Office applications, including Word and Excel.
  • Ability to communicate effectively, both orally and in writing.
Work Environment
  • Hybrid work schedule: three (3) days onsite and two (2) days remote.
  • General office environment.
