Position Summary

The Senior Facilities Engineer will serve as the primary strategic, administrative, and on-site representative for the design development, contract administration, and physical execution of construction initiatives. Performs Title II quality assurance surveillance and rigorous engineering management to ensure construction contracts are completed on schedule, under budget, and in complete alignment with specifications. Exercises direct operational oversight, task assignment, quality control, and schedule synchronization for the project.

Individual must be able to attain and maintain a valid U.S. Government Secret security clearance.

Duties & Responsibilities
  • Provides professional project management activities, administrative controls, and technical oversight across all project lifecycle phases from conceptual design through physical execution, validation, and closeout.
  • Translates approved project briefs into clear, concise Architect-Engineer (A-E) statements of work and detailed line-item design estimates utilizing RSMeans.
  • Reviews engineering blueprints, product submittals, and shop drawings throughout design completion to catch and correct design errors or omissions.
  • Conducts daily on-site surveillance and physical inspections, ensuring all workmanship and materials conform strictly to project quality benchmarks.
  • Evaluates unexpected field conditions, drafts independent cost estimates to support change requests, and writes formal technical contract modifications.
  • Reviews and drafts technical responses to builder Requests for Information (RFIs), schedules inspection/testing dates, and witnesses field or laboratory testing.
  • Processes work clearance documents, digging authorization logs, and safety permits while maintaining an archive of all correspondence, submittals, and payment requests.
  • Reviews builder progress payment requests, updates as-built record drawings in AutoCAD/Revit, gathers asset operation and maintenance (O&M) manuals, and prepares progress briefings for senior leadership identifying project risks and resolutions
  • Performs other duties as assigned to support shifting operational needs.
  • Supervises the daily workflows of the engineers; aligns their individual deliverables (planning layouts, programming packages, and cost engineering metrics) with overall contract requirements.

Education & Experience Requirements
  • Minimum Education: Bachelor's degree in electrical, Mechanical, Structural, or Civil Engineering from an accredited university or college.
  • Minimum Experience: A minimum of 5 years or a combined total of 10 years of experience with commercial construction inspection preferably at a military installation.
  • Mandatory Certifications: OSHA 30-Hour General Industry Certification must be active or obtained within 90 days of hire.
  • SECURITY CLEARANCE REQUIREMENTS: All personnel require a minimum of a Tier 3 clearance for any position that requires access to the internet, use of automated systems or controlled areas prior to performance. US Citizenship is a requirement for a Secret level clearance at this location.

Skill & Certification Requirements
  • Real-time operational proficiency in AutoCAD (2024 or later), Revit, RSMeans pricing databases, and Microsoft Office Suite.
  • Must speak and write in competent standard business English to draft professional executive briefings and direct cross-functional engineering teams.
  • Must possess technical competence to remain on-site full-time and the capability to successfully meet and maintain local facility security access requirements.
  • Not required to lift more than 50lbs.
  • Position requires sitting, standing, and keeling for long periods of time. (Heavy Work)
