Senior Export & Foreign Disclosure Subject Matter Expert

Salary: $175,000- $205,000

There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.

Aether Aerospace is seeking a Senior Export & Foreign Disclosure Subject Matter Expert to support a major NAVAIR program office in Patuxent River, MD. Candidate will provide analysis and high-level support as the senior member of a major program office Foreign Disclosure team. Candidate will be responsible for reviewing and documenting the release of information to international participants and providing mentorship and Senior-level review to the Foreign Disclosure team.

ROLES:
  • Provide technical and analytical support to Foreign Disclosure and Export Compliance functions in the development, implementation, administration, and evaluation of policies and procedures governing the release and transfer of sensitive technical information to international customers.
  • Support International Programs and FMS teams with export licensing activities, including identifying licensing requirements, collecting and analyzing supporting documentation, coordinating staffing, and developing recommendations for platform-related exports.
  • Interpret and apply export control, foreign disclosure, and technology transfer policies to ensure compliance with applicable National Disclosure Policy, TTSARB decisions, disclosure documentation, Technical Assistance Agreements (TAAs), and U.S. export licenses.
  • Conduct export and foreign disclosure reviews of technical documentation and program materials in support of Foreign Military Sales (FMS) cases and international program requirements.
  • Provide export compliance and foreign disclosure guidance and recommendations to FMS teams, case managers, and program personnel, supporting compliant release of technical data, information, and defense-related capabilities.
  • Evaluate proposed releases against applicable disclosure determinations, agreements, licenses, and policy requirements; identify compliance concerns and recommend appropriate courses of action.
  • Maintain and manage export and disclosure tracking systems, monitoring document status, review queues, approvals, and outstanding actions while providing regular status updates to Foreign Disclosure and program leadership.
  • Coordinate the flow of export compliance and foreign disclosure actions among analysts, program personnel, and stakeholders to ensure timely completion of reviews and alignment with FMS case milestones.
  • Monitor system configurations, technical capabilities, and customer requirements to support accurate export classification, licensing, disclosure, and technology transfer determinations.
  • Ensure export compliance and foreign disclosure actions are completed within established timelines and that release decisions are properly documented and communicated to FMS teams for execution in accordance with applicable case milestones and regulatory requirements.


KEY QUALIFICATIONS

Clearance: Active Top Secret

Education & Years of Experience: A Masters Degree and 20 years of applicable experience (ideally in Foreign Disclosure, Export Compliance/Policy, or Foreign Military Sales)
  • Provide technical and analytical support for the FDO in developing, updating, administering, and evaluating policies and procedures directly affecting the release of highly technical and sensitive information to international customers.
  • Interpret disclosure policy and ensure that the appropriate National Disclosure Policy, TTSARB, Disclosure Documentation, TAA or Export License is upheld.
  • Provide disclosure review of documents in support of export cases.
  • Provide a demonstrated history of experience in working with FMS cases and handing Foreign Disclosure release reviews.
  • Ability to manage the flow of tasks to the Foreign Disclosure team and ensure the completion of tasks by the team within the defined deadline.
  • Demonstrated knowledge of DoD policy and documentation relating to TTSARBs, Delegation of Disclosure Authority Letters (DDL), and other policy documentation.
  • Advanced knowledge of document tracking systems, Microsoft Office Suite, Sharepoint, and other workflow management tools.
  • Formal TSFD training and international acquisition training (e.g. DAU, STEPP, NIPO, etc.)
  • Train and mentor junior FDRs on policy and processes.
  • High level of initiative and positive attitude required.
