Role description:

We are seeking a Senior Electrical, Instrumentation and Control Engineer to support the field delivery of site infrastructure works in Vancouver. The role suits an engineer who has carried electrical and control responsibility on heavy civil, ports, marine or major infrastructure construction sites and who is comfortable working at the interface between the electrical installation and the civil works that house it.

This is a full-time site-based position. The Senior Electrical, Instrumentation and Control Engineer provides the electrical, instrumentation and control technical lead during Engineering Services During Construction, covering site power distribution, substations and switchgear, cabling and containment, earthing and lightning protection, site and roadway lighting, standby generation, SCADA and control systems, instrumentation, telecommunications, security systems and the electrical elements of pumping and utility installations.

The position carries Engineer of Record responsibility for the electrical, instrumentation and control installations under supervision, including the conduct and documentation of field reviews, the witnessing of testing and commissioning, and the certification that the installed systems substantially conform with the design and the applicable codes. The role is not a design office position and does not involve production work in electrical modelling or calculation software.

Role accountabilities:

In this role you will act as the Engineer of Record for the electrical, instrumentation and control works under your supervision. You will set and carry out the field review program, document each review, apply your professional seal where required, and certify substantial conformance with the design documents, the Canadian Electrical Code and the permit and inspection requirements applicable to the installation.

You will review contractor electrical, instrumentation and control submissions, including single line diagrams, load and cable schedules, protection settings, earthing arrangements, equipment datasheets, panel drawings, control philosophies and installation method statements, and you will confirm that what is proposed matches the design intent and can be installed and maintained safely.

You will supervise electrical installation on site, covering ducting and cable routing, cable pulling and termination, containment support, substation and kiosk installation, transformer and switchgear placement, generator installation, lighting installation and instrument mounting, and you will confirm that the work follows the design and the applicable codes before it is covered or energized.

You will witness and review testing and commissioning activity, including insulation resistance, continuity, earth resistance, protection relay testing, primary and secondary injection, functional loop checks, SCADA point to point verification and system integration testing, and you will confirm that the records support energization and handover.

You will manage the interface between the electrical works and the civil, structural and mechanical packages on site, coordinating duct bank, chamber, plinth, penetration and cable route requirements early enough to avoid rework, and you will support the resolution of clashes as construction progresses.

You will support energization planning, outage coordination with the utility, temporary power arrangements and safe systems of work on site. You will contribute to the non conformance process, review operation and maintenance manuals and record documentation, and provide technical guidance to junior and intermediate electrical and control staff on the team.

Qualifications & Experience:
  • Minimum 12-15 years of electrical, instrumentation and control engineering experience on site infrastructures such as heavy civil, transportation, ports, marine, water or large infrastructure projects, with substantial site-based construction supervision and commissioning experience
  • Bachelor's degree in electrical, Electronic, Control or Instrumentation Engineering
  • Registration as a Professional Engineer with EGBC, or eligibility for registration, is an asset. Registration is expected before mobilization for candidates who will carry Engineer of Record duties and seal field review and assurance documentation. Equivalent Canadian or international registration is welcomed
  • Demonstrated experience acting as, or supporting, the Engineer of Record during construction, including documented field reviews, witnessing of testing and certification of substantial conformance
  • Working knowledge of the Canadian Electrical Code, CSA standards, IEC and IEEE standards and BC Safety Authority permit and inspection requirements applicable to construction and energization
  • Demonstrated site experience with medium and low voltage distribution, substations, switchgear, transformers, standby generation, UPS systems, earthing and lightning protection
  • Practical commissioning experience with instrumentation, PLC and SCADA systems, control panels, field devices and integrated control systems
  • Familiarity with hazardous area classification and installation practice is an asset, as is experience with marine and coastal environments and the corrosion protection they demand
  • Experience of interface management between electrical works and civil, structural and mechanical construction packages on an active site
  • Ability to read and interrogate electrical drawings, schedules and test records in the field and to reconcile them against the installed condition
  • Strong verbal and written communication skills, with the ability to run a commissioning discussion between contractor, client and operator
  • Willingness to be based full time on site, including outage and commissioning work outside standard hours
  • Valid driving license and the site safety and electrical safety certification required for construction site access, including arc flash and lock out awareness

The salary range for this position is $110,000 - $160,000. The base salary represents Arcadis' hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
