Job Description and Tasks:
Assist in the planning, developing, and maintaining spending plans, including all necessary budget, financial status, charts, briefings, schedules, progress reports, and related documentation. Perform cost estimation and/or analysis using a variety of techniques (i.e., modeling, parametric analysis, engineering estimates, learning curve, risk analysis, and cost estimating relationships) to assist in the development of life-cycle cost estimates, independent cost estimates, PMS estimates, total ownership costs, and/or enterprise agreements for use• in business case analysis, cost benefit analyses, return on investment calculations, best value determinations, risk assessments, analyses of alternatives, and/or program budget development. Requires analysis of the impact of budget revisions and recommendations for courses of action to minimize adverse effects on program execution. Develops, maintains, and conducts life cycle cost analyses and estimates in support of the MARS Program. Individuals will perform comprehensive cost analysis and modeling supporting acquisition requirements, provide independent analysis of requirements, use and correctly apply appropriate cost estimating methodologies, and develop logical cost estimates that are defensible and supportable. Provides support to functional leads to develop work statements, requirement documents, program schedules, and standard operating procedures (SOP).
Qualifications
Education: Bachelor's degree desired.
Minimum Experience Required:
Ten (10) years minimum relevant work experience with the Department of Defense. (DoD) or Intelligence Community (IC).
The Senior Cost Analyst will have a thorough knowledge of DoD/IC estimating, pricing, budgeting, forecasting, and analysis, as well as experience analyzing and substantiating cost/price models and technical requirements. The Senior Cost Analyst will also have strong analytical skills and a cost understanding of cost and non-data, as well as sound business acumen.
Expert with Excel, risk analysis tools, regression analysis, and statistical software packages (i.e., SAS, SPSS, and Stata), The Position will require involvement with Planning, Programming, Budget, and Execution System processes to support the MARS Program by gathering, maintaining, reviewing, and analyzing program and budget data, and supporting the establishment of the required funding, schedule, performance, and supportability requirements throughout the acquisition life-cycle.
Preferred Experience Desired: Foreign Military Sales (FMS)
Certifications: Professional certification desired

This position requires with TOP SECRET clearance/Sensitive Compartmentalized Information (SCI) eligibility with Counterintelligence (CI) Polygraph.
