Position Summary

Odyssey Systems has an exciting opportunity for a Senior Contracting Program Manager providing support to the C3C/Kessel Run (KR) Division. Specifically, this will be supporting the C3C/Kessel Run contracting office.

 

This is a full time position located at Hanscom AFB, Bedford, MA.

Responsibilities

The Senior Contracting Program Manager will provide acquisition and program management support to Government Program Managers and Integrated Product Teams (IPTs) across the acquisition lifecycle. The position supports program execution activities involving cost, schedule, performance, risk management, acquisition documentation, milestone preparation, contractor coordination, and program reporting in support of Air Force acquisition programs.

 

Duties include, but not limited to: 

  • Support program leadership with analysis, solutions, and recommendations to ensure successful contract execution and overall program health.
  • Provide expert Program Management input for RFPs, including system specifications, EW Systems (SRDs), SOWs, CDRLs, and other proposal materials.
  • Review acquisition documents (ADMs, LCSPs, Acquisition Strategies, APBs, Risk Management Plans, PMRs, milestone briefings) and provide programmatic assessments for consistency and accuracy.
  • Prepare, review, and support statutory/regulatory acquisition reports and milestone documentation in accordance with DoDI 5000.02.
  • Support acquisition and development processes with Government stakeholders and prime contractors.
  • Apply nontechnical acquisition management expertise aligned with DoDD 5000.1, DoDI 5000.02, NSSAP 030, and applicable DoD/AF/AFMC/AFLCMC directives.
  • Assist in planning and evaluating acquisition strategies, including policy compliance, technical requirements, risk assessment, market research, and deliverable evaluation. Support Urgent Capability and Middle Tier Acquisition activities per DoDI 5000.80 and 5000.81.
  • Develop and maintain acquisition documentation (MARs, SARs, DAES, APBs) for ACAT I 3 programs using tools such as MS Office, IDECS, EDA, CCaR, and other DoD/OSD systems.
  • Provide critical support to Life Cycle Logistics and operational sustainment activities.
  • Coordinate and interpret acquisition project requirements, providing recommendations on complex issues affecting program execution.
  • Review and track prime contractor deliverables and schedules.
  • Assess program integration plans and provide feedback.
  • Draft contractual correspondence related to program management.
  • Support source selection strategies, evaluation criteria, RFP development, and administrative processes.
  • Monitor DoD acquisition reform updates and recommend program adjustments related to RDC, Evolutionary Acquisition, Spiral Development, and Incremental Development.
  • Identify and communicate policy gaps, interpretations, and management needs across acquisition efforts.

Minimum Required Qualifications

Preferred Qualifications

Education: Bachelor 2 degree, and minimum of 12 years of experience, including at least 5 years supporting DoD programs, OR

    • 15 years of experience, including at least 8 years supporting DoD programs.

  • Familiar with cloud-based systems, including management and projection of cost and performance

  • Comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoD and the Air Force
  • Possess knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs
  • Possesses the ability to effectively communicate orally and in writing, providing quality acquisition and program documentation including but not limited to briefings, documents,and plans
