Overview

We are seeking a Senior Compliance Specialist to join our Planning, Permitting and Licensing team. The Senior Compliance Specialist will report to one of the following New York offices: Clifton Park, Liverpool, or West Seneca. They will support development, implementation, maintenance, and improvement of our environmental compliance program to support quality and strategic growth plans, with a focus on projects involving environmental and agricultural compliance with New York State and Federal regulations. Responsibilities

  • The successful applicant will be involved in interpreting and implementing regulatory requirements on a wide variety of energy-related projects including electric transmission, natural gas pipelines, and renewable energy (wind/solar) generation projects.
  • Perform Environmental Inspector and/or Agricultural Inspector (EI/AI) field duties (e.g., environmental compliance, stormwater, and agricultural inspections) as needed.
  • Serve as a resource to the broader compliance team, provide guidance and technical assistance.
  • Perform periodic field visits to review project compliance and support TRC field staff.
  • Be able to effectively coordinate field work, direct and support other technical staff, interact in the field with clients, agencies, stakeholders and contractors, and manage budgets, invoicing and schedules.
  • The successful applicant will have staff management responsibilities of compliance team members and work closely with the existing management to grow the TRC team.
  • Support development, implementation, maintenance, and improvement of key compliance programs to support quality and strategic growth plans. Perform QA/QC review of field staff reports prior to distribution.
  • Management of field staff across multiple projects throughout New York State to ensure adequate staffing.
  • Provide guidance to TRC field staff and clients regarding compliance issues during active construction on energy-related projects.
  • Represent clients at meetings and field visits with agency staff, including New York State Department of Public Service (DPS), Office of Renewable Energy Siting and Electric Transmission (ORES), New York State Department of Environmental Conservation (NYSDEC), and New York State Agriculture and Markets (NYSAGM).
  • Lead preparation of proposals for compliance-related opportunities including contracting agreements, rates, and scope.
  • Work with Environmental Compliance Program Managers and Principal Compliance Specialists to expand TRC's environmental compliance business through client engagement and hiring full or part-time environmental monitors as project needs dictate.
  • Understand and enforce permitting documents and certificates.
  • Manage large project budgets and schedules.

Qualifications

  • Minimum qualifications include a bachelor's degree in environmental science, natural resources, biology, ecology, or related field, and 10+ years of post-degree experience.
  • Strong ability to manage budgets, prioritize, organize, and perform multiple work assignments simultaneously.
  • Applicant must have 10+ years of experience permitting and/or overseeing construction at projects at the federal, state, and local levels.
  • Experience with New York State Article 10, Section 94-c and Article VII (collectively now Article VIII), Part 102, State Environmental Quality Review Act (SEQRA) Permitting, NYSDEC Resource Programs (e.g., Article 15 and 24), Federal Clean Water Act and Federal Energy Regulatory Commission (FERC) Certificates as required.
  • Knowledge of and ability to apply environmental compliance and permitting regulations of applicable regulatory agencies, including FERC, the United States Environmental Protection Agency (USEPA), United States Army Corps of Engineers (USACE), United States Fish and Wildlife Service (USFWS), New York Public Service Commission (PSC), ORES, NYSDEC, and NYSAGM.
  • Excellent verbal communication and technical communication skills are mandatory.
  • Ability to maintain a positive attitude working under aggressive schedules.
  • The candidate must have a strong ability to prioritize, organize, and perform multiple work assignments simultaneously.
  • The ability to prepare, review, and present clear and concise reports, procedures, correspondence, and other written materials is also required.
  • Must be able to pass a pre-employment drug screen, background and motor vehicle records check.

Desired Qualifications:
  • Previous staff management experience is preferred.
  • Previous NY EI/AI or construction management experience preferred.
  • Exceptional interpersonal skills.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.

Salary Range

USD $100,006.40 - USD $145,600.00 /Yr.
