Full Job Description
ROLE
The Senior Commercial Manager is responsible for the leadership, management and mentoring of the project commercial & project controls team, ensuring contractual compliance is maintained at all times and that all commercial aspects of the project relating to revenue, cost, cash flow, risk & opportunity and change are properly managed and controlled. They will assist the project leadership in making informed decisions through collation of information, accurate reporting and in-depth knowledge of the contract, scope of work and delivery strategy. The role will encompass all internal and external reporting requirements and responsibility for the Cost Control, Scheduling and Project Controls functions, as well as a close interface with the Finance function.

KEY RESPONSIBILITIES
  • Provide Leadership across commercial functions, including the development of personal development plans and establishment of objectives/ targets for commercial staff allocated to the project and monitor on an ongoing basis.
  • Oversee the subcontract management process from RFP through to contract close out.
  • Establish relationships with the clients' commercial team and ensure the commercial delivery on the project aligns with project expectations.
  • Completion of the Commercial Assurance Document in establishing proper process for compliance with contract notifications, correspondence and all other commercial matters
  • Give assistance, support and guidance to the Project Leadership team, on all commercial issues within the project.
  • Implement and maintain the Corporate/ Project Risk Management process, conducting regular reviews of both risk mitigation and identification of opportunity for cost/ schedule improvement.
  • Prepare comprehensive Cost/ Revenue Reports on a monthly basis to satisfy the requirements of the Commercial Director and any other reports which may be required.
  • Ensure that all Valuations/ Applications/ Cost Reports/ Final Accounts, etc. are submitted to the Client in a timely and professional manner and in accordance with the relevant contract.
  • Ensure that earned value calculations and detailed projected project outturn costs are produced on a regular basis, such that the Leadership Team are able to make informed decisions at all times.
  • Ensure that all subcontractor/ supplier accounts are rigidly managed from requisition stage through to the signature for payment authorisation and final account.
  • Ensure adherence to contractual notification requirements at all times, providing concise and accurate accounts of changes to scope, schedule, contract and price.
  • Encourage and develop a culture of contractual and commercial awareness within the commercial team and other functions (e.g., Equipment and Engineering) and ensure that the project team are conversant with the contract and that the records are of sufficient quality to capture change.
  • Share all appropriate information with the Commercial Director where different projects and offices are carrying out projects for the same Client to enable a collaborative "Group" approach/ relationship with regular Clients.
  • Ensure that Software Applications such as MS Power Platform, Hard Dollar, TILOS and P6 are being used to the full potential for cost control, forecasting and scheduling purposes.
  • Ensure that best commercial practices are identified, shared and implemented.
  • Ensure that Group Procedures are strictly followed by all commercial staff.

POSITION REQUIREMENTS
Qualifications
  • Degree (e.g., Construction Management/ Quantity Surveying/ Law) from an accredited college or university
  • And/ or membership of a recognised professional body (e.g. CIQS, RICS, PMP)
Experience
  • 5 - 10 Years prior experience in the Heavy Civils Construction, Oil & Gas Industry (preferably Pipeline Construction) - in a commercial, operational, legal or project management field
Skills and Knowledge
  • Good communication skills both written and verbal, with the ability to communicate complex information in a simplified fashion
  • Excellent interpersonal skills - ability to effectively influence and negotiate with all levels of people
  • Excellent organizational skills and ability to simultaneously manage multiple bids/projects
  • Financially & commercially astute - an understanding of contracts, business financials and commercial risk
  • Positive, can-do approach to work and to problem solving
  • Results orientated, self-driven individual with passion, drive, energy and ability to influence without authority in a multi-disciplinary, matrixed environment
  • Demonstrate a strong interest in a sales/Client facing role and willing and enthusiastic about meeting clients
  • A team player, willing to give additional input as and when required to meet client-based deadlines, often at short notice

WORKING CONDITIONS
This position will be a mix of field based during the project construction phase with works often within remote project locations within Alberta and British Columbia. Travel and/or living in temporary accommodations is required. Able to work a 6 days on, 1 day off, shift with 12-hour shifts for the duration of a project.

When the project is not in construction, the role will be based from the Calgary office.

REPORTING RELATIONSHIPS
The Senior Commercial Manager reports directly to the Project Manager and functionally to the Commercial Director.
