Senior Civil Engineer (PE)

Location: El Monte or Fontana, CA
Compensation: $150,000 to $190,000 annually, DOE
Schedule: Flexible, choose from a 9/80 schedule (every other Friday off), 5/40 schedule, or 4/10 schedule

Position Overview

We are seeking an experienced Senior Civil Engineer (PE) to lead the design and delivery of complex water infrastructure projects throughout Southern California. This leadership role is responsible for supervising engineering and design personnel while overseeing the preparation of construction drawings, specifications, technical reports, bid packages, and permitting activities for critical water system improvements.

The ideal candidate will possess extensive water utility design experience, strong technical leadership, and a proven ability to manage multidisciplinary engineering projects from design through construction. Candidates with a Master's degree from a U.S. accredited university are strongly preferred.

Key Responsibilities
  • Lead the planning, design, and execution of water infrastructure projects, including reservoirs, booster stations, wells, transmission and distribution pipelines, treatment facilities, retaining walls, structural walls, and site improvements.
  • Supervise, mentor, and assign work to engineering and design staff while overseeing day-to-day activities of the design team.
  • Prepare and review detailed construction drawings for water mains, services, fire services, fire hydrants, and related infrastructure.
  • Perform plan checks and quality reviews for complex engineering designs involving pipelines, reservoirs, wells, booster stations, and treatment systems.
  • Oversee the preparation of construction bid packages, project specifications, and technical documentation.
  • Prepare hydraulic, hydrology, and Low Impact Development (LID) reports.
  • Prepare retaining wall calculations and structural engineering reports.
  • Coordinate permitting with local agencies and regulatory authorities to secure construction approvals.
  • Manage engineering consultants, review design deliverables, and approve progress payments.
  • Attend meetings with consultants, contractors, regulatory agencies, and internal stakeholders to review project schedules and design progress.
  • Develop weekly engineering workloads, establish project priorities, and prepare monthly workload reports.
  • Ensure engineering plans comply with applicable codes, standards, and project specifications.
  • Oversee the maintenance of as-built drawings and GIS records for completed construction projects.
  • Conduct field inspections to verify construction quality and compliance with engineering standards.
  • Analyze complex engineering issues and develop practical, cost-effective solutions.
  • Manage multiple capital improvement projects while ensuring projects remain on schedule and within budget.


Job Requirements

Qualifications / Must-Haves

  • Active California Professional Engineer (PE) license.
  • Bachelor's degree in Civil Engineering.
  • Master's degree from a U.S. accredited university is strongly preferred.
  • Minimum of 5 years of civil engineering experience with significant water utility design experience.
  • Must have experience working for a Water Utility or Land Development Company.
  • Proven experience designing:
    • Water transmission and distribution systems
    • Pipelines
    • Reservoirs
    • Booster stations
    • Wells
    • Water treatment facilities
  • Previous experience supervising engineering or design teams.
  • Strong project management experience overseeing engineering projects from planning through construction.
  • Experience coordinating permitting activities with municipalities and regulatory agencies.
  • Strong knowledge of hydraulic and hydrologic analysis.
  • Excellent leadership, communication, organizational, and problem-solving skills.
  • Valid California driver's license with an acceptable driving record.


Technical Skills

Candidates should have experience with:
  • AutoCAD Civil 3D
  • MicroStation
  • ArcGIS / ArcMap
  • Advanced 3D modeling and rendering
  • Computer-aided civil engineering design
  • Hydraulic and hydrologic analysis
  • Water system design
  • Public Works Standards and Specifications
  • Construction plan preparation
  • GIS mapping and as-built documentation


Preferred Qualifications
  • Grade D2 Water Distribution Operator Certificate.
  • Grade T2 Water Treatment Operator Certificate.
  • Experience preparing advanced engineering exhibits and GIS mapping.
  • Strong understanding of applicable federal, state, and local engineering codes, regulations, and permitting requirements.
  • Experience managing consultant design teams and reviewing engineering contracts.
  • Demonstrated ability to mentor junior engineers and lead multidisciplinary teams.
  • Ability to manage multiple complex engineering projects simultaneously while maintaining quality and schedule commitments.
