Job Description

We are seeking a Senior Business Analyst to contribute to the Science & Technology (S&T) Institutional Assessments Office in a dynamic, high-visibility environment. In this role, you will analyze, document, improve, and help implement business and operational processes that enable the office's priorities, assessments activities, awards programs, and key deliverables. You will also administratively manage internal and external awardsand other assessments processes.

Working closely with the S&T Institutional Assessments Director and stakeholders across the Laboratory, you will evaluate current-state workflows, identify process gaps and improvement opportunities, develop practical future-state solutions, and support implementation. You will serve as a liaison between office leadership, internal Lab stakeholders, and operational partners to ensure processes, reporting, data, and technology solutions effectively meet business needs.This S&T Institutional Assessments Office is within the Office of the Deputy Director for Science and Technology (DDST) and you will report to the DDST Administrator.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.

You will
  • Analyze and document current-state business processes, workflows, roles, data flows, and requirements supporting institutional awards, internal and external awards, consultant and Visiting Scientist and Professional (VSP) agreements, and other office initiatives.
  • Administratively manage the Director's Institutional Awards process, internal and external awards, and other assessments-related processes and initiatives.
  • Develop future-state process recommendations, process maps, requirements documentation, implementation plans, and measures to improve efficiency, consistency, customer experience, and risk management.
  • Identify and evaluate process gaps, operational issues, and cross-functional dependencies; recommend and help implement business solutions in partnership with stakeholders.
  • Gather, validate, interpret, analyze, and report business, operational, and programmatic data to support decision-making, forecasting, trending, and continuous improvement.
  • Develop reports, dashboards, presentations, correspondence, process documentation, user guidance, and training materials for management and stakeholders.
  • Use business analysis tools and technologies, including Excel, Teams, SharePoint, and AI-enabled tools, to improve workflow management, document handling, collaboration, and data quality.
  • Lead or support small- to medium-scale process-improvement projects, including defining scope, gathering requirements, tracking actions, coordinating stakeholders, monitoring implementation, and assessing results.
  • Partner with internal customers and operational organizations to clarify needs, facilitate end-to-end process goals, and support adoption of new or revised practices.
  • Administer the lifecycle of consultant, VSP, and other non-employee agreements;evaluate and improve these processes.
  • Draft, edit, and finalize sensitive reports, presentations, web content, and other communications requiring accuracy, discretion, and sound judgment.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in business, operations, information systems, project management, or a related field, or an equivalent combination of education and relevant experience.
  • Significant experience analyzing business, operational, or scientific processes; gathering and documenting requirements, process flows, roles, data needs, and functional constraints; and developing recommendations for process, workflow, and reporting improvements.
  • Experience coordinating and supporting multi-step business or operational processes with attention to detail and deadlines.
  • Experience developing process documentation, user guidance, training materials, reports, dashboards, or presentations.
  • Strong analytical and problem-solving skills, including experience with data analysis, cost-benefit analysis, or performance metrics.
  • Advanced proficiency with Microsoft Office, particularly Excel, and experience with Teams, SharePoint administration, workflow automation, Power BI, Power Automate, and related collaboration, reporting, and automation tools.
  • Experience supporting assessments, assurance, awards, executive operations, or other high-visibility institutional activities.
  • Experience using technology and AI-enabled tools to improve workflows, reporting, analysis, or business processes.
  • Demonstrated ability to independently manage multiple priorities, coordinate stakeholders, and deliver high-quality work within deadlines.
  • Excellent written, verbal, facilitation, and customer-service skills. Demonstrated ability to partner with all levels and disciplines, including administrative, communications, event management, and graphic designers.
  • Demonstrated judgment, discretion, tact, and ability to handle sensitive or confidential information.

Qualifications We Desire
  • Experience developing end-to-end process maps and implementing cross-functional process improvements.
  • Experience with trend analysis andforecasting.
  • Experience editing web content from a user interface.
  • Experience administering consultant, VSP, or other non-employee agreements.
  • Professional certification or coursework in business analysis, project management, Lean, process improvement, or data analytics.

Pay Range

$114,900 - $140,712Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
