Job Description

The Advanced Radar program provides engineering and technical services necessary to support the Naval Surface Warfare Center - Port Hueneme Division's (PHD) mission, including In-Service Engineering, Acquisition Engineering, Software Support (ISE/AE/SSA), Integrated Logistics Support (ILS), Installation Services/Support/Coordination, Programmatic/ Project Management Support, and Staging Facility Support Services. For this specific position, the candidate will provide direct technical support to the Government In-Service Engineering Agent (ISEA) as a Senior Acquisition Manager. The Senior Acquisition Manager with extensive experience in development, acquisition, production, fielding, and lifetime support of Naval Surveillance and Advanced Radar Systems. This senior-level position will have aspects of product support, defense acquisition logistics management, performance-based logistics, configuration management, government-furnished material management, training support, and related skills across all aspects of integrated logistics support.

Responsibilities:
  • Product support Management Lead for Naval Surveillance and Advanced Radar Systems Acquisition.
  • Recognized authority in the principles of integrated logistics support (ILS) and lead a team in applying your knowledge and expertise in ILS to specified programs throughout their life cycles.
  • Subject Matter Expert (SME) in the defense acquisition process and areas related to integrated logistics support and best practices including Performance-Based Logistics.
  • Familiar with how logistics support is impacted and can be improved considering new acquisition practices such as rapid acquisition, DEV/SEC/OPS, use of collaboration tools, and data analytics.
  • Manage schedules and plans of action related to ILS in system acquisition. Support may include program and milestone reviews, logistics element budget management, and coordination with logistics support organizations on behalf of the program office.
  • Execute and lead program office tasking related to supporting complex Naval Surveillance and Advanced Radar Systems. Work will require coordinating and collaboration with staff from the program office, other contractors, system developer/manufacturer, and government field activities.
  • Support senior government personnel and project managers in ILS and management activities related to development, production, and support of Naval Surveillance and Advanced Radar Systems.
  • Assist in program office management of projects, tracking progress against schedules, driving, and coordinating accomplishment of actions, coordinating the development of proposed solutions to issues, supporting meetings, and providing analysis of logistics support processes and progress on behalf of the government program management office.


Job Requirements

Qualifications and Educational Requirements:
  • A Bachelor's Degree from an accredited university in engineering, computer science, math or physics is required. For equivalency purposes, eight (8) years of experience with Naval Combat Systems Integration is considered equivalent to formal education/training.
  • Eight to ten years of experience with program office leadership.
  • Understanding of lifecycle logistics / product support requirements with program office acquisition understanding (e.g., Milestone A, B, and C requirements (logistics and acquisition), sparing, contracting, funding, etc.)
  • Experience in PEO coordination responsibilities with Warfare Centers OEMs, and other program stakeholders.
  • Experience reviewing OEM deliverables / CDRLs to include (but not limited to) drawings, provisioning, training, schedules, technical manuals, etc.
  • Advanced internal team communication, presentation, leadership, and interpersonal skills.
  • Will require existing CAC eligibility to be considered for the position.


Experience:
  • Twelve (12) years' experience in Acquisition Management associated with Combat Systems elements is required
  • A minimum of four (4) years of experience with Acquisition Management involving Naval Surveillance and Advanced Radar Systems
  • Experience in several logistics support areas such as configuration management, training support, manpower support, property/GFE management, Performance Based Logistics, supportability, maintenance management, technical data/documentation, supply support/supply chain

Preferred Skills:

Proficient with Microsoft Office Suite including Word, Excel, PowerPoint, and Project
