Overview

Are you looking for a highly rewarding opportunity that provides extensive career growth opportunity? Gilbane is seeking a SCA Project Officer that will serve as the School Construction Authority's on-site representative overseeing one or more construction projects at various stages of development. This role will sit primarily on the job site located in any of the 5 NYC burroughs. 

 

Responsibilities
  • Provides the administration and coordination of activities for the design and construction of the more complex and/or highly visible construction and modernization projects under the guidance of a senior level SCA Project Officer  
  • Ensures quality and high standards of performance and compliance in both design and construction by all consultants, vendors, etc.  
  • Makes decisions and takes action in a timely manner to expedite the timely completion of the construction process 
  • Corrects mistakes and errors in design and construction before they can be extensively incorporated into the project or as early in the construction process as possible  
  • Makes decisions on phasing and scheduling of projects; prepares and/or ensures preparation of schedules for planning, design, and construction; monitors schedules and takes appropriate actions to ensure that the project is completed on schedule and within approved cost limitations  
  • Provides ongoing interface with contractors, construction managers, local school personnel and Senior Project Officers on project issues; routinely interacts with Senior SCA Managers on such matters 
  • Participates in the development and issuance of project procedures and policies; reviews and makes recommendations on SCA-wide procedures and policies 
  • Provides guidance and advice to lower level Project Officers  
  • Resolves issues and problems raised in field reports made by architects and construction management staff  
  • Works with architect/engineer of record regarding change orders, interpretation of contract documents, shop drawing submittals/approvals and other technical matters as required to ensure a structurally sound, code compliant and aesthetic facility  
  • Issues field memoranda or directives to contractors to enforce contract compliance; advises senior management regarding the necessity for the assessment of liquidated damages and other contractual enforcement mechanisms, including default  
  • Uses independent judgement to make onsite change order decisions and has authority to negotiate with contractors and commits the SCA’s resources on such change orders  
  • Reviews contractor claims or disputed work and advises senior management as to appropriate action; compiles contract and project documentation necessary for adjudicating or denying such claims  
  • Visits various job sites as required in the performance of above duties  
  • Coaches and mentors less experienced team members  
  • Supports a positive and inclusive work environment 
  • Performs other related tasks  
Qualifications

EXPERIENCE/EDUCATION

  • Bachelor’s Degree (4 yr degree) from accredited college or university is required 
  • Minimum 5-10 years of full-time experience as a technical specialist in one or more construction design fields, managing educational or municipal construction projects
    • 2-4  years must have been involved managing all phases of construction work on a scale and scope similar to the SCA
  • Valid driver’s license in New York State 
  •

  • Proven capability to establish specific, measurable, attainable performance goals and holds others accountable for achieving them 
  • Understanding of contract documents and specifications  

Salary to be determined based on factors such as geographic location, skills, education, and/or experience of the applicant, as well as the internal equity and alignment with the team.

For New York, New York ,this ranges from $95,000.00 - $135,000.00 plus benefits and retirement program.
