The Digital Sector at Leidos currently has an opening for a SAFe Release Train Engineer (RTE) to work in our Baltimore, Maryland office. This is an exciting opportunity to use your experience helping the Center for Medicare and Medicaid Services (CMS) modernize and transform its legacy Contact Center CRM platform.
Primary Responsibilities
The Release Train Engineer shall facilitate and lead execution of the Agile Release Train (ART) supporting the CRM modernization effort.
Responsibilities shall include, but are not limited to:
- Facilitate execution of the Agile Release Train (ART), including Program Increment (PI) planning, two-week sprint/iteration planning, sprint reviews, and retrospectives across all CCCS delivery teams.
- Collaborate with the Program Manager, Solution Architect, and Product Manager to ensure alignment of technical strategy, business strategy, and execution across the modernization roadmap.
- Maintain and continuously groom the prioritized, CMS-visible product backlog, ensuring Definition of Done (development complete, unit tested, integrated, security scanned, COR-reviewed) compliance for all user stories.
- Facilitate CMS Go/No-Go Gate reviews at each phase boundary, coordinating approval of the PoC acceptance, UAT results, SLA compliance, and production deployment readiness.
- Coordinate the iterative AI Feature Roadmap, ensuring AI-driven capabilities are delivered incrementally, validated with real users, and refined based on feedback consistent with Agile principles.
- Identify, track, and drive resolution of cross-team dependencies and risks across CRM modernization, data migration, system integration, and AI workstreams; communicate impediments and resolutions, as needed.
- Champion continuous integration/continuous delivery (CI/CD) pipeline adoption and consistent quality practices across all scrum teams.
- Facilitate sprint reviews with CMS stakeholders to demonstrate working software, including case management, knowledge integration, AI features, and external system integrations.
- Maintain Agile project management tooling (e.g., Jira, or CMS-approved equivalent) to provide CMS with continuous, read-access visibility into the program backlog.
- Coordinate release and increment planning across the phased delivery approach.
- Support technical program deliverables including documentation are updated each release/sprint cycle.
- Facilitate coordination between CMS SMEs, CSRs, supervisors, and other stakeholders during Human-Centered Design workshops and Agile modeling sessions.
- Support the Data Migration, System Integration, and Security/A&A teams in aligning sprint-level execution with phase gate milestones and contract deliverables.
- Communicate program status, risks, dependencies, and impediments transparently to CMS leadership, the COR, and Leidos management.
- Support UAT execution and phased production deployment coordination, including pilot cohort rollout and hypercare stabilization.
- Ensure Section 508 accessibility and continuous security monitoring requirements are embedded in sprint Definition of Done and release criteria.
- Facilitate coordination with the CMS Hybrid Cloud Team and other CMS/CCOG contractors on cross-program dependencies and Joint Operating Agreements (JOAs), as needed.
- Drive continuous improvement through retrospectives, incorporating AI-generated insights and CSR/supervisor feedback into workflow design and future sprint planning.
- Facilitate change management activities, ensuring training materials, release communications, and stakeholder engagement plans align with sprint/program increment delivery.
- Support development of executive-level status reporting, sprint review reports, and monthly status reports required under the contract Deliverables Schedule.
- Maintain program-level documentation of Agile ceremonies, decisions, and outcomes to support requirements traceability and audit readiness.
- Actively participate in planning sessions, requirements gathering activities, design sessions, and other events supporting the CRM modernization effort.
Required Qualifications:
- Bachelor’s degree and a minimum of 10-12 years of relevant prior experience, including experience facilitating Agile Release Trains for large, complex IT programs
- Certified SAFe Release Train Engineer (RTE) with minimum 5 years’ experience as an RTE
- Proven experience with Agile program management tooling (e.g., Jira, Confluence) and facilitating PI planning, sprint reviews, and retrospectives
- Excellent verbal and written communication skills, including experience working directly with government customers and multi-vendor delivery teams
- Ability to obtain Public Trust

Pay Range $107,900.00 - $195,050.00
