Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Job Summary:

The Room Completions Manager is a key leadership position within the Startup and Commissioning (CSU) organization for a large-scale semiconductor manufacturing facility. Reporting to the Startup Manager, this role is responsible for planning, coordinating, and executing the room completion, turnover, and handover process across fabrication, cleanroom, utility, and support building areas.

The Room Completions Manager serves as the primary interface between Construction, Quality, Engineering, Commissioning, Operations, and Client teams to ensure rooms and associated systems achieve completion status in accordance with project requirements and are ready to support commissioning, qualification, startup, and operational handover.

The successful candidate will lead a team of completions coordinators and specialists, drive workflow execution through digital completions systems, and ensure all documentation, inspections, punch items, certifications, and turnover packages are completed safely, efficiently, and on schedule.

Major Responsibilities:

Leadership & Management
  • Lead and manage all room completion activities within assigned facilities, buildings, or project areas.
  • Develop and implement room completion strategies aligned with construction, commissioning, and startup milestones.
  • Establish priorities and resource plans to support turnover and startup requirements.
  • Supervise completions personnel and provide mentoring, coaching, and technical guidance.
  • Foster a strong safety culture and ensure compliance with all project EHS requirements.

Completions Planning & Execution
  • Develop room turnover sequences and completion plans supporting overall project startup objectives.
  • Coordinate readiness activities for cleanrooms, manufacturing areas, utility spaces, sub-fabs, and support facilities.
  • Monitor room completion progress and identify schedule risks, constraints, and recovery actions.
  • Ensure room completion status is accurately tracked within project completions management systems.
  • Manage punch list closure activities necessary to achieve turnover readiness.

Construction & Commissioning Interface
  • Act as the primary liaison between construction and CSU organizations for room turnover activities.
  • Coordinate construction work completion, inspections, quality verification, and commissioning readiness reviews.
  • Validate that prerequisite activities are complete prior to turnover to commissioning.
  • Support system boundary definition and turnover package development.
  • Coordinate integrated room walkdowns with stakeholders.

Quality & Documentation
  • Verify required turnover documentation is complete, accurate, and approved.
  • Ensure inspections, test records, certificates, and quality documentation are available and properly filed.
  • Support regulatory, client, and project compliance requirements.
  • Drive documentation closeout and turnover package acceptance.

Client & Operations Handover
  • Coordinate room acceptance activities with client representatives and operations personnel.
  • Facilitate room handover and readiness reviews.
  • Resolve turnover issues and documentation deficiencies impacting startup milestones.
  • Support final acceptance and project handover activities.

Reporting & Controls
  • Develop progress metrics and dashboards to measure room completion performance.
  • Report status, constraints, forecasted completions, and turnover readiness to project leadership.
  • Track key performance indicators including:
    • Room Completion Status
    • Punch Item Closure
    • Turnover Package Completion
    • Documentation Readiness
    • Startup Milestone Achievement

Safety and Compliance
  • Support implementation of LOTO procedures.
  • Participate in Job Hazard Analysis (JHA) reviews.
  • Ensure compliance with project EHS requirements.
  • Promote a zero-incident safety culture.


Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) in Engineering, Construction Management, Technical Management, or related discipline and 10-13 years of relevant experience in mission critical facilities or 14-17 years of relevant work experience in mission critical facilities.


Required Knowledge and Skills:

Required Qualifications
  • 10+ years of industrial construction, commissioning, startup, or project delivery experience.
  • 5+ years managing completions, turnover, commissioning, or construction teams.
  • Experience on large-scale semiconductor, pharmaceutical, data center, advanced manufacturing, LNG, or process industrial projects.
  • Strong understanding of construction turnover, systems completion, commissioning, startup, and handover processes.
  • Experience working for an EPC contractor on major construction projects.
  • Knowledge of quality systems, turnover documentation, and punch management processes.
  • Strong leadership, organizational, communication, and stakeholder management skills.

Preferred Qualifications
  • Semiconductor fabrication facility (Fab) startup experience.
  • Experience with digital completions platforms such as Hexagon Smart Completions, Completion Management System (CMS), or similar tools.
  • Familiarity with cleanroom classifications, contamination control, and process utility systems.
  • Experience managing multi-discipline turnover activities across complex facility environments.
