Position Summary: IT Technical Project Manager who is well-versed in full life-cycle software development, specifically following Agile methodologies. This position is client facing and will encompass the management of projects spanning new development, operations, and maintenance (O&M), and end-of-life phases. As the Technical Project Manager, you will provide leadership for project tasks and will bear the responsibility of overseeing all project deliverables while diligently conducting various sprint ceremonies. These ceremonies include daily scrum meetings, sprint pre-planning, planning sessions, retrospectives, and reviews/demonstrations. This role on the program necessitates thorough story analysis, continuous management of User Stories and other backlog items, and the ability to provide prompt responses to ad hoc inquiries. Furthermore, you will offer clear guidance and direction to development and support teams concerning user stories and associated functionalities as well as provide through communication and relationship management to our clients. Work is performed remotely, but if our federal client changes this policy our resource must be flexible to working on-site as needed in Woodlawn, MD. Only local W2 candidates will be considered,

- Follow through with team members on task and board updates.
- Create User Stories as needed
- Assist in QA Testing
- Remove impediments that hinder the team's progress and escalate issues when necessary.
- Interface with project owners and business product owners, oversee execution of scope of work; Ensure deliverables meet project scope and project owner expectations and provide guidance and direction to team.
- Collaborate with product owners, business stakeholders, and other teams to ensure alignment on priorities, expectations, and deliverables.
- Foster a positive and open team environment, both with the development team and the clients, encouraging open communication, active listening, and constructive feedback.
- Mentor team members, product owners, and stakeholders in Agile methodologies, roles, and responsibilities.
- Track and report key Agile metrics, such as velocity, burn-down charts, and cycle time, to monitor the team's performance and identify areas for improvement.
- Communicate the team's progress, accomplishments, and challenges to stakeholders in a transparent and timely manner.
- Use data-driven insights to guide decision-making and support the team in setting realistic goals.
- Mediate conflicts within the team and foster a respectful and collaborative environment for resolving differences; Promote constructive problem-solving and ensure that conflicts are addressed in a timely and professional manner.
- Maintain documentation regarding various projects, processes and operations.
- Support the agency's Citizen Developer Community.
- Support the cross-agency RPA Community of Practice (CoP) by collaborating with agencies on best practices, etc.
- Responsible for evaluating HHS/CMS business processes, identifying areas for improvement, documenting requirements, and developing and implementing Automated solutions.
- Invest in current processes to identify improvement opportunities and obtain consensus on direction after reviewing alternative solutions with stakeholders.
Required:- US Citizenship or US Permanent Residence (Green Card); must have ability to obtain and maintain a Public Trust clearance.
- Minimum of 8 years of experience serving as a Project Manager and Scrum Master on software development projects.
- Must have experience as a Technical Project Manager, Business Analyst or Scrum Master on at least one RPA project utilizing UIPath.
- Bachelor's degree in a relevant field or equivalent work experience.
- Certified Scrum Master (CSM), PMI Agile Certified Practitioner (PMI-ACP), Certified Agile Project Manager (CAPM), Professional Scrum Master (PSM), Scaled Agile Framework (SAFe) or similar Agile certifications.
- Deep understanding of Agile methodologies; proven experience as a Scrum Master for software development projects.
- Ability to lead and inspire teams, fostering a collaborative and empowered environment.
- Proficiency in using agile tools and software for tracking and reporting (e.g., JIRA, Trello, ServiceNow, etc.).
- Strong communication skills; ability to communicate and collaborate with cross-functional groups - both technical and non-technical.
- A commitment to continuous learning and staying up to date with industry trends and best practices.
- Excellent communication (verbal and written), facilitation, and interpersonal skills.
- Strong problem-solving abilities and decision-making capabilities, and the capacity to adapt to changing circumstances.

Preferred:- Experience in a dual-hatted role as a Technical Project Manager/Scrum Master on a UIPath Robotic Process Automation (RPA) project for a Federal Government agency. Experience with UiPath Cloud implementation.
