Full Job Description
ESSENTIAL FUNCTIONS
  • Supervises construction activities from Notice to Proceed (NTP) through project close-out, ensuring timely completion and adherence to contract documents, specifications, and accepted engineering practices on public infrastructure projects;
  • Oversees field construction within project limits to confirm compliance with contract requirements and applicable codes;
  • Manages and provides leadership to field inspection staff on infrastructure construction projects;
  • Coordinates and directs all phases of construction inspection independently on water and wastewater infrastructure projects;
  • Reviews and adjusts daily contractor work schedules in response to site conditions or project changes, ensuring optimal productivity and alignment with project milestones;
  • Prepares, reviews, and certifies contractor pay applications, including verification of quantities and development of supporting documentation in accordance with project controls;
  • Document contractor performance and enforces company and client policies, including recognition of exceptional work and documentation of any disciplinary issues;
  • Monitors contractor safety programs for compliance with site-specific and regulatory safety standards, and takes necessary action to correct unsafe practices;
  • Issues change orders, field orders, and memos to modify contract items as needed based on site conditions or as-built quantity calculations, in coordination with the project team;
  • Collaborate frequently with Project Managers, client representatives, and city officials to communicate scope changes, track quantity adjustments, and manage impacts to the construction schedule;
  • All related duties as required to ensure the successful completion of assigned infrastructure projects.

QUALIFICATIONS
  • Valid Professional Engineering License in the State of New York, with a Bachelor's Degree in Civil Engineering, Construction Management or similar;
  • A minimum of 10 years of progressive experience in construction management, including heavy civil and infrastructure projects, with demonstrated experience in estimating, bidding, scheduling, and field engineering;
  • Experience as Resident Engineer managing heavy infrastructure projects and familiarity with NYCDEP procedures, processes, and project delivery standards preferred;
  • Proficiency in Microsoft Office (Word, Excel, Outlook), Bluebeam, estimating and scheduling software, and web-based document collaboration tools required;
  • Ability to understand and interpret written specifications, plans, and construction documents for work orders and build documents
  • Ability to effectively and tactfully communicate with clients, supervisors, and inspectors regarding specifications and qualification test results;
  • A valid, clean driver's license and personal vehicle to travel to job sites is preferred.

PHYSICAL REQUIREMENTS

While performing the essential functions of this position, it is frequently necessary to:
  • Assume a stationary position;
  • Handle, inspect, and/or feel documents, materials and/or equipment relevant to the job;
  • Communicate with colleagues, supervisors, and clients using Company email and telephone systems;
  • Move around on the job-site, including ascending or descending on the landscape or on a ladder, and positioning oneself appropriately to access necessary testing materials and equipment, usually for prolonged periods of time,
  • Lift and/or move up to 10 lbs. for some types of monitoring and inspections,
  • Good visual skills, including focused depth perception, and
  • Regular daily operations of a motor-vehicle or use of public transportation, which may require remaining stationary for extended periods of time.

The employee may occasionally be required to operate a computer, as well as other related office machinery, such as calculators, printers, and copy machines. Our advertised pay ranges are representative of our good faith effort to provide a reasonable anticipated salary range. The offered pay may be outside of the provided salary range based upon the selected candidate's work location, experience, education, certifications, and capabilities compared to the advertised position.
