Full Job Description
AT&T has an opening for a Requirements Manager supporting the National Security Sector. This role serves as the team lead and hiring manager for the Technical Analysis Team (TAT) and Workflow Management (WfM) Team, and as the hiring manager for the Request for Change (RFC) Team. This position requires office presence a minimum of 5 days per week and is only located in the location(s) posted. No relocation is offered. Work to be performed at a government customer site in Chantilly, VA.

The Requirements Manager oversees requirements management activities across these teams, applying project management, systems engineering, and IT service management principles to ensure customer requirements are effectively analyzed, documented, prioritized, tracked, and transitioned for implementation.

Working closely with government customers, network architects, systems engineers, cybersecurity personnel, operations teams, and external service providers, the Requirements Manager supports the end-to-end lifecycle of ServiceNow (locally known as HelpNow) Requested Items (RITMs), requirements, projects, and service requests. The role ensures customer requirements are complete, technically feasible, aligned with enterprise standards (e.g., target architecture), and translated into actionable work for engineering and operations teams.

As a supervisory Associate Director, this position leads stakeholder coordination, facilitates technical and project reviews, develops recommendations for customers and leadership, and drives process improvement initiatives in support of the BrS Systems Engineering and Requirements Manager and program leadership.

Description of Job Duties/Responsibilities:

  • Serve as Requirements Manager and the team leader for TAT and the WfM Team.
  • Manage customer ServiceNow (locally called HelpNow) Requested Items (RITMs), requirements management, and workflows.
  • Lead requirements elicitation, analysis, validation, prioritization, and adjudication activities, including assessing customer requests for technical feasibility, operational impacts, scope, risks, dependencies, and alignment with stakeholder, business, functional, and technical requirements.
  • Ensure requirements align with enterprise architecture, service catalogs, contract scope, and mission needs.
  • Ensure requirements traceability throughout the requirements lifecycle.
  • Coordinate Technical Exchange Meetings (TEMs), customer working groups, and technical review sessions.
  • Facilitate and coordinate communication and collaboration among customers, network engineering, architecture, operations, cybersecurity, service delivery organizations, and external providers to support successful planning, implementation, and operational outcomes.
  • Develop requirements management artifacts as appropriate.
  • Coordinate Standard Service Requests (HelpNow RITMs), Requests for Change (RFCs), HelpNow Non-Standard Service Requests (NSSR) RITMs, and associated implementation activities.
  • Prepare briefings, dashboards, decision papers, reports, and executive-level presentations.
  • Support engineering review boards, readiness reviews, and customer governance boards.
  • Support collection, analysis, and reporting of program metrics and performance data.
  • Develop and maintain process documentation, standard operating procedures, and workflow documentation.
  • Leverage AT&T and Government customer-approved AI and automation capabilities to improve workflow efficiency and requirements processing.
  • Recommend process improvements that enhance quality, timeliness, and customer satisfaction.
  • Support Service Level Objectives (SLOs) and Service Level Agreement (SLA) performance requirements.
  • Apply PMI project management, IT service management, and INCOSE requirements management best practices.
  • Perform additional duties as assigned.

Required Qualifications:

  • Candidate must have 16 years of experience that can be a combination of work history and education. This equates to a Doctorate and 8 years of experience, Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School Diploma and 16 years.
  • Strong knowledge of enterprise IT, network infrastructure, cloud/hybrid cloud, and data center environments, including support for Intelligence Community, National Security, or mission-critical government communications programs.
  • Demonstrated experience managing technical projects, programs, requirements, service delivery efforts, and/or complex implementations in large enterprise IT and network environments while coordinating with multiple stakeholders and service providers.
  • Experience coordinating and collaborating across engineering, operations, cybersecurity, customer, and other stakeholder organizations to achieve mission and program objectives.
  • Experience facilitating meetings, technical discussions, project reviews, governance boards, customer engagements, and executive-level communications.
  • Experience leveraging AI-enabled capabilities to improve project management, requirements management, workflow efficiency, and decision-making processes.
  • Strong analytical, problem-solving, organizational, multitasking, and prioritization skills, with exceptional attention to detail and commitment to quality deliverables.
  • Excellent verbal and written communication skills, including the ability to develop executive briefings, reports, dashboards, metrics, performance reports, plans, procedures, and project documentation to support program management and customer decision-making.
  • Proficiency with Microsoft Office Suite, ServiceNow, and/or similar ITSM/workflow management tools.
  • Proven ability to work effectively in professional team environments and deliver high-quality results in complex, fast-paced settings.

Desired Qualifications:

  • Project Management Professional (PMP) certification from PMI (CAPM acceptable).
  • Experience leading requirements management activities within U.S. Government, Intelligence Community, National Security, or large-scale enterprise IT environments.
  • Experience supporting requirements-focused technical reviews, including System Requirements Reviews (SRR), Technical Requirements Reviews (TRR), Engineering Design Reviews (EDR), and Operational Readiness Reviews (ORR).
  • Experience implementing requirements management and traceability processes aligned with industry systems engineering best practices (e.g., INCOSE guidance).
  • ITIL Foundation certification or higher and experience applying IT service management practices in enterprise environments.
  • Enterprise networking knowledge, including network infrastructure, connectivity services, and related engineering concepts (e.g., CCNP or equivalent experience).
