Position Summary:The
Regional Turnaround Maintenance Planner will be responsible for providing technical leadership, focusing on equipment reliability along with proactive and predictive maintenance best practices.
What you will be doing:- Provide year-round, regional turnaround planning and scheduling for the sulfuric acid manufacturing and regeneration sites in Texas (based in Houston; covers Baytown).
- Maintain the rolling 18+ month front-end loading (FEL) planning pipeline for assigned turnarounds, sequencing milestones backward from each event start to define gate dates for scope freeze, contracting, materials, and schedule baseline.
- Lead and document constructability and scope-challenge reviews so that work content is justified, right-sized, and aligned with run-length and reliability strategy before it enters the schedule.
- Develop complete, field-ready work scopes and step-level job plans (task sequence, craft mix, crew sizes, labor hours/durations, and hold and inspection points) using equipment history, inspection findings, mechanical-integrity requirements, and Operations input.
- Define supporting requirements for each job: isolation/blind lists, lockout/tagout, scaffolding, insulation, rigging and lift plans, NDE, machining, bolt torque/tensioning, and specialty services (catalyst, refractory, coatings).
- Develop detailed bills of material (BOMs) and self-contained job packages for every work order, and create and maintain the corresponding SAP PM work orders, operations, and BOMs.
- Establish and maintain reusable job-plan templates and planning norms for repetitive equipment (exchangers, towers, drums, valves, PSVs, rotating equipment) to standardize planning across the region.
- Support the Enterprise TA Planner to develop, baseline, maintain, and update integrated, resource-loaded Turnaround schedules in MS Project using the critical-path method (CPM), including critical-path analysis, resource leveling, schedule risk and scenario analysis, look-ahead schedules, and progress S-curves.
- Develop the budget-control estimate for each assigned Turnaround and support the Enterprise TA Planner to track committed and actual cost, forecast cost at completion, and report variance.
- Distinguish expense from capital work within each event and coordinate the capital portion with Capital Projects and Finance.
- Identify long-lead and critical-spare requirements early, drive requisitions to support gate dates, and track materials readiness against the schedule.
- Provide planning and scheduling work direction to Turnaround contractors and specialty vendors, and integrate their schedules and resource plans into the master event schedule.
- Translate each work-order BOM into job-specific material kits built and staged to the schedule sequence, and track kit status (planned, reserved, on order, received, kitted, staged, issued) against schedule milestones.
- Support the local Storeroom Supervisor to establish and manage a segregated, locked, and access-controlled Turnaround warehouse/lay-down area, including receiving inspection, positive material identification (PMI), segregation by event/unit/work order, issue and return control, SAP reconciliation, and closeout.
- Support the assigned site during the execution window by capturing daily progress and planning and executing scope-change and discovery work.
- Support the local site to maintain Turnaround data files, schedule libraries, planning templates, and norm databases; benchmark performance and standardize best practice across the regional sites.
- Build personal-safety, process-safety (PSM/RMP), mechanical-integrity, and inspection requirements into work packages and the schedule as scheduled hold points verified before equipment returns to service.
Qualifications:- High school diploma or general education degree (GED) or equivalent combination of education and experience.
- Minimum 5 years of turnaround / shutdown planning and scheduling in refinery, petrochemical, chemical, or comparable heavy-process facilities; 7+ years and multi-site or regional planning experience strongly preferred.
- Demonstrate strong (written and verbal) communication, customer service, and decision-making skills.
- Possess competent computer skills with working knowledge of MS Office programs with primary focus on MS Project and associated tools.
- Be a team player and build productive and positive working relationships with cross-functional teams.
- Handle multiple projects simultaneously.
- Works well under pressure - ability to meet tight deadlines with quality results.
- Must be able to obtain a TWIC card.
