Summary

This Regional is responsible for managing all business activities for the Complete Track Works division including planning, budgeting, estimating, equipment, and leadership of company personnel with the upmost integrity. Position will train, manage, and direct the day-to-day coordination of multiple crews of workers, equipment, and trucking to meet or exceed expectations for safety, quality, profitability, and schedule, forming long-lasting client-contractor relationships.

Working closely with the Department Management this position will develop a dynamic and profitable division that supports the business development activities to allow for growth and sustainability with track construction, maintenance, inspection services, and general third-party consulting.

Essential Duties and Responsibilities but are not limited to:
  • Provide leadership, vision, employee development and teamwork initiatives to build a successful rail contracting division.
  • Plans and carry out schedules and assists in the initiation and implementation of appropriate procedures associated with track and structures construction, maintenance, and inspection.
  • Investigates and diagnoses track failures, difficult maintenance problems, and critical safety issues, and renders corrective action in a timely manner.
  • Must be able to immediately respond to safety concerns as they arise.
  • Oversee management of the day-to-day construction and maintenance activities throughout assigned region.
  • Responsible for the coordination of work directed in the field and plans preventative maintenance and project programs for industry and mainline track systems and equipment to ensure their safe and efficient operation.
  • Monitor teams to ensure that employees comply with company safety and operating rules, policies, procedures, and governmental regulations.
  • Evaluates the efficiency and effectiveness of maintenance crews, including adherence to work plans, performance, quality, and safety, to ensure that project objectives are achieved.
  • Responsible for developing a strategic plan that includes competitor and market assessments and labor needs. Identifies and plans for capital improvements and maintenance need to support the operation.
  • Works with appropriate staff and vendors to oversee the maintenance and replacement programs of railroad equipment.
  • Work with the Safety department, financial department, and Contract Administration on Contractor prequalification submittals
  • Promote a safe work environment through the development of safety programs, goals, and measurements.
  • Visit work sites carrying additional PPE to observe crews, perform quality & safety audits, and ensure employee task specific training.
  • Works to develop and maintain working relationships with major customers and seek out potential new customers.
  • Prospect for potential new clients and turn this into increased business opportunities.
  • Develop organizational structure to support business plan levels.
  • Analyze expenditures and other financial information to develop plans and budgets for increasing profits and reducing costs.
  • Effectively utilize performance management and interpersonal skills to coach, train and provide feedback to maximize employee potential.
  • Good understanding of the project requirements (time frame, budget, safety, quality, work force, materials, and equipment requirements) necessary to complete the project within the required time frame.
  • Ensure that the job site is always kept in a clean, safe, secure, and organized manner, directly or through supervision.
  • Identify conflicts in maintenance progress and communicate with track team for resolution.
  • Maintain daily logs & detailed records (written)(photo) of activities on the job site, directly or through supervision.
  • Perform maintenance progress and completion punch list identification and completion.
  • Maintain track and all track related devices to assure safe and efficient train operations.
  • Perform Management duties while on project locations and job sites as required.
  • Budget, bid, invoice, and identify areas of work that are outside the original scope.
  • Enter into monetary agreements (change orders, additional work authorizations), communicating with Project Management teams as required.
  • Interview and hire sub-tier employees and evaluate performance.
  • Perform various duties as required by the Director of Operations.
  • Ensure that all safety requirements are met in accordance with company expectations and customer requirements.
  • Will perform work on Northern Plains Railroad as directed.

Education and Training:
  • GED or High School Diploma.
  • AAS or bachelor's degree in construction, engineering, business, or related field 2 year vocational or technical college preferred.

  • Must have and maintain an insurable driving status which includes but is not limited to NPRS driver provisions.
  • Valid driver's license.
  • Ability to obtain a DOT medical card and or CDL preferred.
