Job Description:

Job Summary

The Construction Manager/Sr. Project Manager (with Business Development Focus) is a hybrid role combining technical project leadership with proactive business generation. This person will manage civil engineering projects from preconstruction through closeout while identifying and pursuing new opportunities, developing client relationships, preparing proposals and estimates, and supporting strategic growth initiatives. The ideal candidate balances site leadership, engineering know-how, client-facing skills, and a hunter mentality for new work.

Project Management
• Lead planning, design coordination, procurement, construction, and closeout for medium-to-large civil projects (site development, utilities, roads, stormwater, erosion control, grading, and other infrastructure).
• Develop and manage project schedules, budgets, cost control, and resource allocation; ensure projects meet scope, quality, safety, and profitability targets.
• Coordinate with owners, engineers, municipalities, subcontractors, and inspectors; conduct regular site meetings and produce accurate progress reports.
• Manage contract administration, change orders, claims avoidance, RFIs, submittals, and pay applications.
• Oversee technical submittals, surveying coordination, materials testing, and quality assurance processes.
• Ensure compliance with engineering standards, permits, regulatory requirements, environmental controls, and company safety policies.
• Troubleshoot site engineering challenges and provide practical, cost-effective solutions.
• Mentor and coordinate field superintendents and junior staff; maintain documentation and as-built records.

Business Development
• Proactively identify and pursue new project opportunities in target markets (municipal, transportation, site development, utilities).
• Build and maintain relationships with existing and prospective clients, design firms, municipal agencies, and partner contractors.
• Prepare proposals, technical qualifications, estimates, scopes of work, and bid packages; lead pre-bid/site visits and client presentations.
• Collaborate with estimating, marketing, and leadership teams to develop pursuit strategies.
• Represent Reeves Construction at industry events, trade associations, and client meetings to enhance visibility and generate leads.
• Track pipeline, pursue follow-ups, and ensure handoff from preconstruction to operations when projects are awarded.

Qualifications
• Bachelor's degree in Civil Engineering, Construction Management, or related field is preferred.
• 7+ years combined experience in civil construction and project management; demonstrated track record in business development or client-facing roles.
• Strong understanding of site/civil construction methods, earthwork, utilities, grading, base and paving, stormwater systems, permitting, and regulatory processes.
• Proven success managing medium-to-large construction projects with accountability for schedule, budget, quality, and safety.
• Experience preparing estimates, proposals, and client presentations; comfortable with both bidding and negotiated work.
• Excellent communication, negotiation, and relationship-building skills.
• Proficient with project management and estimating software (HCSS, MS Project, Primavera, Procore, Bluebeam, AutoCAD/Civil 3D familiarity helpful).
• Valid driver's license; willingness to travel to project sites and client meetings as needed.
• Strong leadership, problem-solving, attention to detail, and a results-driven, entrepreneurial mindset.

• Achieve or exceed project margin, schedule, and safety targets.
• Increase qualified project bidding pipeline from success rates on pursuits

Physical Requirements

  • Wear and maintain personal protective equipment (PPE) per company safety guidelines.
  • Occasionally lift and/or move up to 50 pounds with or without assistance.
  • Frequent use of hands to handle and manipulate objects; regular verbal and written communication.
  • Regularly stand, walk, sit, reach with hands and arms, stoop, kneel, crouch, or crawl; ability to walk across uneven terrain.'
  • Frequent exposure to typical quarry and crushing plant conditions, including dust, loud noise, heavy equipment/machinery, vibration, and all-weather environments.
