Full Job Description
One Federal Solution (OFS) is seeking a highly skilled Realty Specialist to support real property planning, acquisition, and management activities for the Department of State (DoS). The Realty Specialist will provide policy, analytical, and technical expertise across a broad range of real estate functions, including land acquisition, lease procurement, program evaluation, and stakeholder coordination.

Realty Specialist Key Responsibilities:
  • Prepare recommendations and policy proposals for land acquisition, including transfers of military property, prospectus-level leases, and legal authorities for DoS real property acquisition and development.
  • Work directly with the Division Chief and Office Director on short- and long-range planning for space requirements, including prospectus development, use permits, licenses, assignment memos, scopes of work, and other technical documents.
  • Assist in planning, directing, coordinating, implementing, and administering DoS projects related to acquisition, termination, construction, renovation, repair, and real property management.
  • Serve as the principal contact and liaison with GSA, the military, state and local agencies, and private-sector partners.
  • Develop housing plans, point papers, options, and briefing documents reflecting all relevant issues.
  • Research, analyze, and evaluate interrelated work activities, programs, and management practices to effectively monitor and manage projects.
  • Share information affecting rent and portfolio projections with RPM staff and maintain IRPMS accuracy, including estimating future rental rates when locations are undetermined.
  • Develop standards and guidance to improve lease procurement practices, methodologies, and innovative financial arrangements.
  • Conduct cost and price analyses to develop negotiation positions for lease realty projects and broader workplace solution needs.
  • Develop and evaluate new policies, methods, techniques, or criteria, and advise on the interpretation and implementation of new or revised procedures.
  • Provide analytical, technical, consultative, and strategic business support throughout the lease procurement and space delivery process.
  • Provide critical analyses and procedural recommendations to management regarding changing responsibilities, business needs, and program development.


Realty Specialist Qualifications and Required Skills:
  • PMP certification required at the start date or must be obtained within 12 months and maintained thereafter.
  • Minimum of three (3) years of specialized experience including: interpreting and applying laws, regulations, and policies related to real estate acquisitions and federal real estate project management; performing full-range real estate functions such as lease acquisition, policy development, process improvement, project management, and lease system implementation; and progressive experience planning acquisition and disposition programs.
  • Experience managing, planning, developing, organizing, administering, and coordinating one or more complex real estate programs.
  • Ability to analyze acquisition projects to determine real estate requirements and research deeds and public records to determine ownership.
  • Demonstrated experience assisting others with analyzing and applying real estate policies and procedures, including basic understanding of plat mapping and legal descriptions such as metes and bounds, rectangular survey, and lot and block.
  • Skill in analyzing the effects of alternatives on program performance and mission accomplishment.
  • Knowledge of real estate principles, policies, and methodologies.
