Full Job Description
SUMMARY

The position of Quality Review Manager is responsible for assisting the Bank maintains a sound loan portfolio with respect to compliance with state and federal laws and regulations, and Bank lending policies and procedures; reviews consumer, commercial, SBA legal documents and related documentation for accuracy and compliance after funding.

Ensures compliance with established Bank policies and procedures. Demonstrates knowledge of, adherence to, monitoring and responsibility for compliance with state and federal regulations and laws as they pertain to this position including but not limited to the following: GLBA (Gramm-Leach-Bliley Act), Regulation Z (Truth in Lending Act), Regulation DD (Truth in Savings Act) Regulation B (Equal Credit Opportunity Act), Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd Frank Act), Elder Abuse Laws, Bank Secrecy Act in conjunction with the USA PATRIOT Act, Anti-Money Laundering and Customer Information Program, Right to Financial Privacy Act (state and federal) and Community Reinvestment Act.

REQUIRED DUTIES

1. Consistently applies superior decision making techniques pertaining to inquiries, approvals, requests as they apply to existing policies and procedures, keeping within assigned approval limits and using these instances as learning tools for employee development.

2. Ensures implementation and compliance to meet security precautions and protect customer loans, collateral, bank assets and staff.

3. Identify control deficiencies, discuss with lending units, senior management, and initiates control matter recommendations in loan origination areas

4. Oversees, reviews and maintains departmental reports.

5. Responsible for reviewing loan files prior to Sr. Management review and approval to submit to Loan Committee.

6. Works with processing/funding to ensure accurate flow of information in documents to provide efficient closing of loan funding.

7. Responsible for the final review of the loan file after the loan is funded.

8. Maintains an open line of communication / correspondence between all involved parties. These parties include but not limited to the Borrower, Escrow, Title, and other related Company staff.

9. Consults with legal counsel and third-party companies as needed.

10. Instructs and provides guidance to credit officers/credit managers regarding proper documentation.

11. Instructs staff when there are documentation and title issues.

12. Instructs staff what documentation is needed to complete loan files.

13. Provides customer service including meeting and greeting customers in person and on the phone.

14. Reviews work product of staff on proper documentation.

15. May supervise, or oversee and delegate work to downline employees and administrative staff.

16. Applies knowledge of the Bank's underwriting and lending guidelines and policies when reviewing all loan documentation and confirms documentation is in compliance to these guidelines and polices.

18. Plays a positive role in the development and growth of assigned department staff through excellent communication skills, both verbal and written, along with strong delegation skills assuring a highly cross-trained staff.

19. Assumes responsibility for various job duties in the absence of staff members or in overload situations.

20. Performs personnel actions including performance appraisals, disciplinary actions, and interviewing candidates for employment; supervises the daily activities of the team including, but not limited to, effective delegation of assignments, developing work schedules and providing necessary training.

MINIMUM REQUIREMENTS

• Bachelor's degree highly preferred; High school diploma and/or or seven (7) or more years work experience and/or training in commercial or SBA lending - specifically, property cash flow analysis and appraisal valuation methods. .
• Commercial real estate and/or SBA analysis/underwriting experience a plus

• Intermediate experience, knowledge and training in all lending activities and terminology.

• Good verbal, written and interpersonal communication skills, with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence and procedures, and speak clearly to customers and employees.
• Ability to deal with complex problems involving multiple facets and variables in non-standardized situations.
• Ability to work with no supervision while performing duties.

Pay $95,000 - $150,000 per year. The salary reflects the full, reasonably expected salary range for this position. Salary is based on the candidate's current experience, education, skills, and abilities related to the position. Successful candidates may be eligible for bonus, stock, commissions, and incentives at the Company's sole discretion.
