Job Summary:

The Quality Manager is responsible for overseeing quality control and assurance for large-scale infrastructure projects. This role ensures that construction activities comply with project specifications, regulatory requirements, and industry best practices. The ideal candidate has extensive experience in heavy civil construction with a strong background in quality management systems and inspections.

Key Responsibilities:

Quality Assurance & Compliance

  • Develop, implement, and maintain the Quality Management Plan (QMP) for heavy civil construction projects.
  • Ensure all work adheres to contract requirements, project specifications, and industry standards (e.g., DOT, AASHTO, ASTM, ACI).
  • Conduct regular audits, inspections, and testing to monitor compliance and identify potential quality issues.
  • Oversee materials testing, including concrete, asphalt, soil, and structural components.
  • Ensure compliance with federal, state, and local regulations, including environmental and safety standards.


Quality Control & Risk Mitigation

  • Establish and enforce quality control procedures across all project phases, from pre-construction to project completion.
  • Identify and investigate non-conformance issues (NCRs) and implement corrective/preventive actions.
  • Work closely with project teams to resolve quality concerns while minimizing rework and cost impacts.
  • Maintain and manage project documentation, including quality control reports, inspection records, and test results.


Collaboration & Stakeholder Management

  • Coordinate with engineers, project managers, subcontractors, and field personnel to ensure quality objectives are met.
  • Serve as the liaison between the project team and regulatory agencies, clients, and third-party inspectors.
  • Facilitate pre-installation meetings and quality training for project personnel.
  • Lead quality control meetings and provide regular updates to leadership on quality performance and issues.


Process Improvement & Training

  • Develop and conduct quality training programs for project teams to enhance awareness and adherence to quality standards.
  • Recommend and implement best practices for continuous improvement in construction quality.
  • Stay updated on industry advancements, construction materials, and regulatory changes to optimize quality processes.

Physical Requirements and Working Environment:

  • Ability to sit, climb, balance, stoop, kneel, crouch or crawl, walk, stand; Able to frequently lift and/or move up to 10 lbs. and lift and/or move up to 50 lbs.
  • This position requires in-person work.
  • Work is often performed next to live traffic, in outdoor weather conditions, with and around large heavy civil construction machinery.
  • Work is also performed in a lab setting.
  • May be exposed to extreme outdoor weather conditions.
  • Must be willing to work non-traditional hours, including night shifts and overtime, as assigned.
