This position is responsible for assisting in the implementation of the Quality Control (QC) program on a federal construction project. The QC Engineer helps ensure construction operations, both onsite and offsite, meet quality standards and contract-specific requirements through inspections, testing, documentation, and coordination. This role supports compliance with FAR 52.246-12, project drawings and specifications, approved submittals, and customer requirements under the direction of the QC Manager.
Essential Job Accountabilities
- Quality Control Program Management
- Assist in maintaining an effective QC system to ensure contract compliance using client-required software, including QCS/RMS, eCMS, or other designated systems.
- Support implementation of the Three Phases of Control: Preparatory, Initial, and Follow-up.
- Conduct specification reviews and assist with the development, review, and tracking of submittals.
- Review test reports; maintain testing, submittal, and RFI logs; and prepare QC Daily Reports.
- Project Oversight and Compliance
- Perform field inspections to verify materials, workmanship, and construction methods comply with contract documents and approved submittals.
- Identify deficiencies, support corrective actions, and verify completion.
- Coordinate with testing laboratories, specialty inspectors, subcontractors, and project personnel.
- Participate in Coordination and Mutual Understanding Meetings, audits, inspections, and quality reviews.
- Support compliance with applicable safety, hazard identification, environmental, and sustainability requirements, including EM 385-1-1 and OSHA.
- Technical and Stakeholder Support
- Maintain inspection records, test results, quality documentation, and compliance reports.
- Assist project teams with interpretation of quality-related drawings, specifications, and contract requirements.
- Establish and maintain effective working relationships with job-site personnel, government representatives, subcontractors, testing companies, and technical staff.
- Support project closeout, final inspections, and turnover documentation.
Education/Certification
- Bachelor's degree in Engineering, Architecture, Construction Management, or a related field required.
- CQM-C certification recommended. If not current or established, the employee should enroll in the course within the first year of employment.
- Working knowledge of EM 385-1-1 and OSHA requirements preferred.
- Work Experience
- Two or more years of construction, engineering, inspection, or quality control experience preferred.
- Federal construction experience and experience with QCS/RMS, eCMS, or similar owner-required systems preferred.
Knowledge, Skills, and Abilities
- Ability to read and interpret construction drawings, specifications, submittals, and contract documents.
- Knowledge of construction materials, methods, testing, inspection, and quality control practices.
- Strong organizational, documentation, communication, decision-making, and problem-solving skills.
- Ability to balance multiple priorities and work effectively with project teams, customers, subcontractors, and regulatory agencies.
- Proficiency with Microsoft Office Suite and PDF viewing/editing software such as Bluebeam or Adobe.

Base Salary Range:
$73,034.00 - $109,552.00
Pay may vary based upon relevant experience, skills, location, and education among other factors.
