Position SummaryThe Purchasing Manager is responsible for leading strategic and operational purchasing activities across a multi-site manufacturing organization operating in a high-mix, low-volume machining and assembly environment. This role leads the Purchasing team, ensures continuity of supply, improves supplier performance, and drives cost, quality, delivery, and working-capital improvements. The position establishes disciplined supplier management processes including supplier development, scorecards, performance reviews, risk management, and corrective actions.
Key ResponsibilitiesGlobal Sourcing & Procurement Strategy- Execute global sourcing strategies for raw materials, components, machining, outside processing, MRO, and other manufacturing requirements.
- Identify, evaluate, qualify, and develop domestic and international suppliers.
- Lead RFQ/RFP processes, supplier negotiations, cost analysis, and sourcing decisions.
- Negotiate pricing, lead times, payment terms, capacity commitments, and commercial agreements.
- Develop dual-source and localization strategies to reduce supply-chain risk and drive year-over-year savings.
Multi-Site Purchasing Leadership- Lead and develop Buyers and Purchasing professionals supporting multiple manufacturing locations.
- Establish standardized purchasing processes, policies, KPIs, and operating cadence across sites.
- Align purchasing priorities with production schedules, customer requirements, and business objectives.
- Develop team capabilities in sourcing, negotiation, supplier management, ERP execution, and problem solving.
Supplier Management & Development- Develop and maintain a capable, competitive, and reliable global supplier base.
- Establish supplier development plans for strategic and underperforming suppliers.
- Partner with Supplier Quality and Operations to improve supplier quality, delivery, capacity, responsiveness, and lead time.
- Conduct supplier business reviews, site visits, capacity assessments, risk reviews, and corrective action follow-up.
Supplier Scorecards & Performance Monitoring- Establish and maintain supplier scorecards covering Quality, Delivery, Cost, Responsiveness, and Continuous Improvement.
- Lead monthly and quarterly supplier performance reviews and monitor OTD, PPM/quality, past-due orders, lead times, responsiveness, and cost.
- Develop supplier action plans based on scorecard performance and use results to support sourcing, allocation, and supplier development decisions.
Operational Purchasing & Supply Assurance- Ensure material availability supports production schedules and customer delivery requirements.
- Establish disciplined management of open purchase orders, supplier acknowledgments, promise dates, and past-due orders.
- Partner with Planning to identify shortages, manage supplier capacity constraints, and develop recovery plans.
- Ensure accurate purchasing data, supplier lead times, pricing, and delivery commitments within the ERP/MRP system.
Cross-Functional Leadership & Continuous Improvement- Partner with Engineering and Quality on new product introductions, supplier qualifications, and sourcing decisions.
- Support SIOP with supplier capacity, material availability, lead-time, and supply-risk inputs.
- Drive continuous improvement, make-versus-buy, outsourcing, localization, and capacity initiatives.
Qualifications- Bachelor's degree in Supply Chain, Business, Engineering, Operations, or related field required.
- 7+ years of progressive purchasing, strategic sourcing, or supply chain experience with demonstrated leadership responsibility.
- Strong experience in a high-mix, low-volume machining and/or assembly manufacturing environment.
- Demonstrated global sourcing, international supplier management, and multi-site team leadership experience.
- Strong experience with supplier development, scorecards, performance reviews, negotiations, and corrective actions.
- Advanced Excel and ERP/MRP experience; EPICOR experience is a plus. APICS CPIM or CSCP certification preferred.
- Ability to travel domestically and internationally as required.
Targeted Salary Range: $120,000-$140,000 + bonus
