ABOUT THE PRACTICE
State and local government is in the middle of a generational shift in how it operates. Agencies and departments that have run on legacy systems for decades are now modernizing their finance, HR, payroll, and procurement functions, with legacy ERP migrations representing one of the largest replacement cycles the public sector has ever seen. All of this while the promise and reality of AI is changing the way we deliver and the opportunities for functional transformation inside and outside of the ERP.
The stakes are significant. These are not technology projects in isolation. They determine how a state pays its workforce, manages its budget, processes federal grants, and delivers services to the public. Done well, they free up capacity and give agencies the operational foundation to do more with what they have. Done poorly, they create disruption that is difficult to undo and politically costly to explain.
Our State Government practice is in the middle of this transformation, working with state agencies, departments, and county governments on the implementations that matter most to them. We are looking for practitioners who find this work genuinely compelling and bring the domain depth to do it well.
THE WORK
You will own the functional tower in your domain, whether Finance, HR, Payroll, or Procurement, on Cloud ERP implementations for state and county government clients. That means leading design, driving decisions, managing the client relationships within your workstream, and being accountable for the quality of what gets delivered.
State government is not a generic ERP environment. Budgets are driven by legislative appropriations, not revenue. HR operates under civil service frameworks with rules that shape nearly every workforce decision. Payroll compliance varies by jurisdiction and touches complex benefit and deduction structures. Procurement is governed by state regulations that exist for accountability reasons, not inefficiency. A practitioner who understands these realities brings a fundamentally different quality of design than one who is learning them on the job.
Travel: Ability to travel 50%+
We are not looking for someone who covers every domain. We are looking for someone who owns one and brings that depth to every client engagement.
WHAT YOU'LL DO
- Lead the functional tower in your domain, whether Finance, HR, Payroll, or Procurement, on Cloud ERP implementations for state agencies and county governments.
- Own design decisions within your tower, drawing on both platform capability and a real understanding of how state government operates in your functional area, including the regulatory constraints, political context, and operational realities that shape every design choice.
- Build and maintain strong working relationships with client functional leaders in your domain and engage with them as a peer who understands their world.
- Lead stakeholder engagement and change management within your tower, recognizing that adoption in government requires navigating civil service culture, union considerations, and stakeholders who are accountable to the public for how change is managed.
- Navigate integration complexity, understanding how your tower connects to other agency systems, federal reporting environments, statewide financial systems, and legislative reporting requirements, and designing with those dependencies in mind.
- Apply AI-assisted analysis, workflow design, and delivery acceleration as part of how you work day to day, not as an add-on, but as a standard method that improves quality and speed. Bring modernization and functional opportunities for AI process redesign and automation where applicable.
- Communicate clearly on status, risk, and decisions to senior stakeholders, including awareness of how implementation milestones interact with budget cycles, legislative calendars, and audit timelines.
- Contribute to proposals and pursuits by bringing domain credibility that resonates with state government evaluators who are looking for practitioners that understand their agency, not just their software.
WHAT YOU NEEDRequired:- Minimum 5 years of consulting or functional experience in state or county government environments with deep functional expertise in at least one domain: state government finance and budget operations, HR and workforce management, payroll administration, or procurement and contract management
- Minimum 5 years of hands-on delivery experience with a Cloud ERP platform in a functional or technical capacity, including experience leading a functional tower or workstream on a large-scale ERP engagement, with responsibility for design, delivery, and client engagement within your domain.
Preferred:- Bachelor's degree
- Finance: experience with appropriations-driven budgeting, all-funds budgeting, GASB fund accounting, federal grant compliance (2 CFR 200), or state close-cycle operations in a Cloud ERP Financials context.
- HR: experience with civil service workforce structures, position management, classification and compensation, or HR transformation in a Cloud ERP HCM context.
- Payroll: experience with state government payroll compliance, deduction and benefit complexity, or multi-jurisdiction payroll in a Cloud ERP Payroll context.
- Procurement: experience with state procurement regulations, sourcing and contract management, or supplier management in a Cloud ERP Procurement context.
- Prior experience working within a state or county government finance, HR, payroll, or procurement function, with an understanding of the business from the inside, not just as a consultant.
- Experience with data migration complexity in government environments, including payroll history, position control records, grant encumbrances, or other sensitive historical data that requires careful conversion strategy.
- Familiarity with AI-assisted delivery methods or platform-native AI capabilities in Cloud ERP platforms.
