Overview

TRC is seeking a Proposal Manager to work in our Land/Right of way group

Responsibilities
• Sales Strategy Integration
Partner with sales leadership to align proposal efforts with TRC's market strategy and growth objectives.
Participate in capture planning and pre-RFP positioning to ensure proposal readiness.
• Proposal Leadership
Lead the development of winning proposals and qualifications packages in response to RFQs, RFPs, and SOQs.
Collaborate with technical teams to ensure responsiveness, clarity, and strategic alignment.
Ensure proposals are compliant, compelling, and submitted on time.
• Content Development & Differentiation
Communicate TRC's unique capabilities, innovations, and value-add services in a compelling manner.
Translate technical content into customer-centric language tailored to each client and opportunity.
Serve as a brand steward to maintain messaging consistency and visual identity.
• Performance Tracking & Continuous Improvement
Track and analyze win/loss data to identify trends, gaps, and improvement opportunities.
Present regular reports on proposal outcomes and adjust strategies accordingly.
• Templates, Models, and Process Optimization
Create and maintain reusable templates, boilerplate libraries, and process guides for proposal development.
Standardize tools across the proposal team to improve efficiency and reduce turnaround time.
• Collaboration & Project Management
Lead cross-functional teams in a fast-paced, deadline-driven environment.
Set clear timelines, roles, and deliverables for all proposal contributors.
Facilitate proposal kickoff, review, and debrief meetings.
  • Manage the preparation of high-quality proposals and marketing materials by working across departments including teams from sales, engineering, project management, legal, finance, marketing, HR, etc.
  • Develop of proposal management plan including identification of proposal response team, proposal writing assignments, and key proposal milestones. Facilitate development of proposal themes and capture plan. Bring TRC marketing philosophy and messaging to provide compelling value propositions on strategic pursuits.
  • Write new material; rewrite existing material to emphasize sales themes; collect and compile information from other authors. Interview staff to customize resumes and project descriptions to meet proposal requirements and messaging.
  • Experience with private and public sector procurement portals (i.e., Ariba, Wood Mackenzie, BidNet, GEP, etc.) and understand the various protocols for doing business with the utility sector.
  • Manage team/peer review process and finalize documents.
  • Assist in the preparation of short-list interview presentations using PowerPoint and other media.
  • Support key company sales initiatives through market research, development of the TRC message, and preparation of presentations and other marketing material.
  • Take an active role in the Strategic Team's process improvement and knowledge-sharing activities
  • Implement proposal best practices on every proposal effort undertaken.
  • Preference given to APMP or SMPS certified candidates.

Qualifications
• Bachelor's degree in Marketing, Communications, Business, Engineering, or a related field.
• 5+ years of experience in proposal development, preferably in the engineering, energy development, oil and gas, environmental, or infrastructure industries.
• Deep understanding of the proposal lifecycle (pre-positioning through debrief).
• Strong writing and editing skills with the ability to synthesize complex information into persuasive content.
• Demonstrated experience creating templates, boilerplate libraries, and proposal systems/tools.
• Ability to think strategically and align proposal content with sales goals.
• Proficiency in Microsoft Office Suite; Adobe InDesign and CRM tools (e.g., Salesforce) are a plus.
• APMP certification a plus.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.

Salary Range

USD $95,014.40 - USD $110,000.00 /Yr.
