Position SummaryPhoenix Data Corporation is seeking an experienced
Proposal Manager to lead the development and submission of competitive proposals for federal government opportunities.
The Proposal Manager will be responsible for taking opportunities from solicitation through submission and coordinating the people, content, and processes necessary to produce high-quality, compliant, and compelling proposals.
This is a hands-on position. The ideal candidate is an excellent writer and editor who can work effectively with subject matter experts, organize complex information, manage deadlines, and translate technical and operational information into clear, customer-focused proposal responses.
Key Responsibilities- Lead the proposal development process from solicitation release through final submission.
- Review and analyze RFPs, RFQs, RFIs, task orders, and other federal solicitations.
- Develop proposal schedules, outlines, compliance matrices, and content assignments.
- Coordinate subject matter experts and internal stakeholders to obtain required proposal content.
- Work directly with SMEs to develop, refine, and strengthen written responses.
- Write, edit, and organize proposal content, including technical, management, staffing, transition, quality, and past performance sections.
- Ensure proposals are responsive to solicitation requirements and evaluation criteria.
- Facilitate proposal kickoff meetings, content reviews, and final proposal reviews.
- Identify gaps, inconsistencies, weaknesses, and compliance concerns and work with stakeholders to resolve them.
- Establish and maintain proposal templates, content libraries, past performance information, resumes, corporate information, and other reusable proposal materials.
- Manage proposal schedules and deadlines.
- Coordinate proposal production, formatting, quality control, and final submission.
- Work with leadership, contracts, finance, operations, HR, and technical teams as needed.
- Support oral presentations, interviews, demonstrations, and other post-submission activities.
- Maintain an organized record of proposal submissions and lessons learned.
Required Qualifications- 3+ years of experience in proposal management, federal contracting, government proposals, technical writing, or a related field.
- Demonstrated experience developing or managing federal government proposals.
- Strong writing, editing, proofreading, and communication skills.
- Ability to interpret complex solicitation requirements.
- Experience working with technical and subject matter experts.
- Strong project management and organizational skills.
- Ability to manage multiple deadlines and competing priorities.
- High attention to detail and commitment to accuracy and compliance.
Preferred Qualifications- Experience with federal IT, professional services, data, cybersecurity, or technology proposals.
- Familiarity with FAR/DFARS and federal procurement processes.
- Experience with IDIQ, GWAC, BPA, task order, and other federal contract vehicles.
- Experience developing compliance matrices and managing proposal reviews.
- Experience with Shipley or APMP methodology.
- Bachelor's degree in Communications, English, Business, Marketing, Government Contracting, or a related field.
Federal & Regulated Industry Experience- Experience developing proposals for federal government agencies or highly regulated industries.
- Experience responding to solicitations with complex compliance, security, privacy, contractual, or regulatory requirements.
- Familiarity with federal contracting requirements and regulated environments is strongly preferred.

Work LocationThis position may be performed remotely within the United States or from Phoenix Data Corporation's Indianapolis, Indiana office.
Some travel may be required for proposal meetings, customer meetings, industry events, or other business activities.
