Title:

Proposal Coordinator

The Proposal Coordinator leads the administrative and organizational aspects of the proposal development process for federal, state, and local government opportunities. They work closely with Capture Managers, Proposal Managers, and Proposal Production Team to ensure all proposal components are compliant with Request for Proposal (RFP) requirements, formatted correctly, and submitted on time.

Key Responsibilities

RFP Analysis & Compliance

  • Analyze RFPs, RFIs, and RFQs—including Sections L and M—and develop detailed compliance matrices, annotated outlines, and structured templates.
  • Interpret proposal instructions and advise Proposal Managers and Capture leads on submission requirements, formatting standards, and compliance risks.
  • Maintain strict document version control and ensure compliance throughout the proposal lifecycle.
  • Leverage approved AI-enabled tools, where appropriate, to support requirements analysis, compliance reviews, content organization, and process efficiency while maintaining human oversight, confidentiality, and proposal quality standards.

Schedule & Workflow Management

  • Coordinate color team reviews (Pink, Red, Gold), production phases, and submission deadlines.
  • Contribute to proposal schedule add input to ensure workflow is in line with proposal submission due date.

Formatting & Quality Control

  • Ensure adherence to page limits, template standards, branding requirements, and document style guides.
  • Collaborate with graphics and production teams to support layout, charts, and visual content.

Production & Submission Leadership

  • Liaison between PM and Documentation Specialists for creation of compliant, electronicready proposal packages.
  • Manage final quality checks, PDF optimization, and file naming conventions.
  • Supports the Contracts Manager with electronic submissions through government portals (e.g., SAM.gov, agencyspecific systems).

Document Control & Repository Management

  • Maintain organized digital repositories (SharePoint PMC, or similar systems).
  • Assign user permissions to PMC for all contributors including subcontractors and consultants.
  • Ensure accurate file structures, version histories, and naming conventions.
  • Track the proposals and supporting documentation postsubmission.

Required Qualifications

  • 58+ years of experience in proposal coordination, editing, or production within government contracting.
  • Strong understanding of FAR, DFARS, and agencyspecific procurement requirements.
  • Proficiency with proposal tools such as SharePoint, Awarded AI, Deltek, GovWin, VisibleThread, and related systems.
  • Exceptional attention to detail, organization, communication, and timemanagement skills.
  • Ability to work under pressure, manage multiple deadlines, and support large, multidisciplinary proposal teams.
  • Bachelors degree in English, Communications, Marketing, or a related field.

Preferred Qualifications

  • APMP Certification (Foundation or higher).
  • Experience coordinating complex color team reviews and highvolume proposal efforts.
  • Familiarity with federal and defense submission portals (e.g., GSA, DoD, DOE).

Basic Compensation:

$86,000-$128,900

The offered rate will be based on the selected candidates working location, knowledge, skills, abilities and/or experience and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
