DescriptionBoulder County Housing Department is seeking to hire
3 (three) Property Managers. The Property Manager supports Boulder County Housing Authority's (BCHA) mission by ensuring high-quality, compliant, and community-centered management of BCHA-owned and managed properties. This role delivers day to day housing operations with a strong focus on resident stability, regulatory compliance, occupancy performance, and interdepartmental coordination.
The Property Manager oversees a portfolio of affordable, Low-Income Housing Tax Credit (LIHTC), Rural Development, and other subsidized units, ensuring they align with current regulatory requirements, BCHA operational standards, and housing equity goals. This position works closely with Housing Operations colleagues, the HCV/Compliance team, Maintenance, Case Management, and partner agencies to support stable, successful tenancies and healthy communities.
This is a
full-time, benefited position that will work
Monday - Friday 8:00am - 4:00pm.This position will work out of
514 Coffman, Longmont, and
455 N. Burlington, Lafayette. Under Fair Labor Standards Act (FLSA) guidelines, this position is
non-exempt (eligible for overtime).
Hiring Salary Range: $67,068.00 - $81,834.00 Annually

Examples of Duties Property Operations
- Ensure all assigned properties comply with federal, state, local, and program specific regulations (LIHTC, Housing and Urban Development (HUD), Rural Development, ADA)
- Conduct annual, move in, move out, and interim inspections; document findings and coordinate follow up
- Identify maintenance, repair, capital, and safety needs and collaborate with Maintenance and development teams for timely resolution
- Support property performance tracking by using updated BCHA systems and dashboards to monitor trends in unit readiness, inspection results, and operational needs
Occupancy & Leasing Management
- Maintain high occupancy and minimize vacancy loss through proactive leasing practices
- Market units, conduct showings, and screen applicants for eligibility across multiple regulatory programs
- Complete leasing activities including rent calculations, lease signing, deposit collection, and move in coordination
- Enforce lease terms consistently and fairly; issue notices, follow legal processes, and document all actions
- Collaborate with HCV/Compliance to support accurate rent determinations, voucher utilization, and on time unit lease ups
Resident Support & Stability
- Respond promptly and courteously to tenant needs; provide conflict resolution and issue facilitation
- Coordinate reasonable accommodation under Americans with Disabilities Act (ADA) guidelines
- Work closely with Case Management and Housing Operations teams to support residents' stability, eviction prevention, and connections to benefits, wraparound services, and community supports
- Conduct resident meetings, support community building efforts, and maintain a welcoming, equitable housing environment
Regulatory Compliance & Recertification
- Complete annual and interim income recertifications for all relevant programs
- Ensure accuracy and timeliness of documentation in BCHA systems; maintain secure and compliant records
- Use updated tools and dashboards to track compliance deadlines, recertification rates, and outstanding tasks
Cross Department Coordination
- Work collaboratively with Housing Operations, HCV, Compliance, Development, Finance, and Maintenance to support smooth operational workflows
- Provide information and documentation to internal partners to support audits, reporting, refinancing needs, and portfolio performance reviews
- Communicate regularly with internal stakeholders to ensure alignment on occupancy, rent limits, unit readiness, and regulatory requirements

Supplemental InformationPREFERRED QUALIFICATIONS: - Bilingual in English and Spanish

- 3+ years in affordable housing, property management, or housing operations
- Experience working with low-income households and understanding socioeconomic factors affecting housing stability
- Proficiency with affordable housing programs (LIHTC, Section 8, HUD programs, Rural Development)
- Strong conflict resolution and tenant landlord issue facilitation
- Experience preparing clear, accurate administrative documentation and reports
- Additional technical or community college coursework
