Property and Compliance Manager

This is a highly adaptable role for an experienced affordable housing professional who can step into properties during vacancies, lease-ups, transitions, and special projects while also serving as a trusted compliance resource. You'll combine hands-on property management with deep regulatory expertise, helping site teams navigate complex requirements, strengthen operations, and address compliance risks.

Location: Various Project HOME properties throughout Philadelphia; location will rotate based on operational needs
Schedule: Monday-Friday | 9:00 AM-5:00 PM
Compensation: $91,000-$94,000 annually, based on experience

What You'll Do
Provide Property Management Leadership
  • Provide temporary property management coverage during vacancies, leaves, new lease-ups, and operational transitions.
  • Oversee leasing, recertifications, rent collection, waitlists, notices, evictions, occupancy, and other day-to-day property operations.
  • Assess site performance and implement corrective action plans to address operational or compliance concerns.
  • Support new property lease-ups, including applicant intake, tenant selection, initial certifications, and occupancy deadlines.
  • Ensure continuity of operations and clear documentation when transitioning between site assignments.
Lead Compliance & Audit Readiness
  • Serve as a compliance resource across affordable and supportive housing programs, including HUD, LIHTC, HOME, PHA, and Fair Housing requirements.
  • Conduct audits and reviews of tenant files, annual and interim recertifications, leasing documentation, and inspection-related records.
  • Coordinate regulatory, investor, and funder audits and support timely resolution of findings.
  • Monitor regulatory changes and help translate requirements into consistent policies, procedures, and practices.
  • Oversee compliance requirements associated with new developments and lease-ups, including set-asides and other regulatory requirements.
Support Training & Technical Assistance
  • Assist with training and coaching Property Managers and site staff on leasing, recertifications, compliance requirements, and property operations.
  • Support the onboarding and development of new Property Managers and staff during transitions.
  • Maintain and strengthen standardized compliance tools, checklists, and procedures.
  • Promote consistent, equitable, trauma-informed, and resident-centered property management practices.
Monitor Financial & Property Performance
  • Ensure timely processing of rent collection, accounts payable, purchase orders, invoices, and reconciliations in Yardi.
  • Review budget-to-actual performance, identify variances, and partner with site and leadership teams on corrective strategies.
  • Support economic occupancy through vacancy management, unit turnover coordination, special claims, and loss mitigation.
  • Monitor property performance and identify operational or financial issues requiring additional attention.
Coordinate Facilities & Site Needs
  • Monitor work orders, unit turnovers, inspections, and preventive maintenance while supporting assigned properties.
  • Coordinate with Facilities teams and vendors on routine maintenance, emergencies, and capital improvement projects.
  • Identify and escalate maintenance or inspection deficiencies that could affect regulatory compliance or resident safety.
Partner Across the Organization
  • Collaborate with Program Managers, Residential Managers, Compliance, Facilities, Finance, and other partners within Project HOME's blended management model.
  • Keep leadership informed of property conditions, operational risks, compliance concerns, and emerging needs.
  • Communicate clearly, respectfully, and equitably with residents and applicants regarding eligibility, recertifications, approvals, denials, and other housing matters.
What You'll Need
  • High school diploma or GED.
  • Seven (7) years of experience in affordable housing property management and/or housing compliance.
  • Four (4) years of experience in a supervisory, senior property management, or housing compliance role.
  • Advanced knowledge of HUD, LIHTC, HOME, PHA, and Fair Housing regulations.
  • Tax Credit Specialist Certification.
  • Experience with regulatory audits, affordable housing lease-ups, tenant file reviews, and recertifications.
  • At least two (2) years of Yardi experience.
  • Experience assisting with training or mentoring staff on compliance and property operations.
  • Ability to manage multiple properties, assignments, and shifting priorities simultaneously.
  • Strong organizational, analytical, and problem-solving skills.
  • High adaptability and the ability to make sound decisions independently.
  • Strong computer skills, including Microsoft Office and property management systems.
  • Excellent written, verbal, and interpersonal communication skills.
  • A trauma-informed, equitable, and resident-centered approach to affordable housing management.
