Full Job Description
ProteQ is seeking a Project Manager to provide subject matter expertise and technical support for Naval Research Enterprise (NRE) Undersea Warfare (USW) Science & Technology (S&T) Programs and Data Analysis.

Responsibilities

As a valued team member, your role will encompass the following essential tasks:
  • Provide Program Officers with management, leadership, and coordination support for ocean battlespace programs.
  • Provide detailed test, experimentation, and demonstration planning and execution support.
  • Conduct field logistics planning and support event coordination, direction, and execution.
  • Provide maritime systems subject matter expertise.
  • Develop and support program status briefs.
  • Provide program and project team management support.
  • Develop and execute project master schedules, spend plans, and test plans.
  • Evaluate field experiments and demonstrations.
  • Develop Field Event Data Collection Plans (DCPs).
  • Assist Program Officers with tracking the location of customer-owned equipment and coordinating its material condition and maintenance.
  • Support field experiments conducted CONUS and potentially OCONUS, including associated at-sea events as required.

Required Qualifications
  • Active Top Secret security clearance.
  • Bachelor's degree from an accredited college or university.
  • Minimum of ten (10) years of operational fleet experience in an undersea warfare (USW) specialty area, including Submarines, Naval Special Warfare (NSW), Intelligence, EOD/Diving, or Engineering Duty; or experience supporting General/Flag Officer (GO/FO)-level staffs responsible for operations, acquisitions, or resource program management, providing a broad understanding of the technical requirements associated with data calls and presentations.
  • Demonstrated experience providing technical and program execution management support related to the analysis, technology improvement, and reporting of Science and Technology (S&T) and space-based remote sensing program scientific and engineering research.
  • Demonstrated experience preparing and finalizing reports addressing historical, current, and planned program accomplishments for GO/FO leadership, Congressional Staff, and public presentation.
  • Experience coordinating with executives, Program Officers, staff personnel, and other stakeholders to ensure processes and workflows function efficiently.

Desired Qualifications
  • Experience with Navy ERP or a similar SAP-based system.
  • Data science certification or demonstrated experience developing recurring, formatted, or short-notice/ad hoc data-driven presentations for GO/FO and Congressional Staff audiences.
  • Master's degree in a technical field, business, or public management.
  • Experience working with the Office of Naval Intelligence (ONI).
  • Completion of core training requirements for Defense Acquisition Workforce Improvement Act (DAWIA) Science and Technology Manager (S&TM) Level I, or completion of Foundational training requirements for Engineering and Technical Management.
  • Current Project Management Professional (PMP) certification may reduce the required ten (10) years of experience to eight (8) years.
