Full Job Description
Position Overview
Oversees the people who lead external technical projects from initiation to delivery. Manages and prioritizes the project stream, working with internal customers to determine project definition and business requirements. Provides budget analysis, resource allocation and coordination of project activities that may be across functional areas within the organization. Assigns and monitors work of technical personnel, ensuring that project steps are in alignment with business objectives, on-time and within budget. Monitors reliability and any internal issues that appear as a result of the project. Selects, develops, and evaluates personnel to ensure the efficient operation of the function. Direct people-management responsibility is typically required.
Responsibilities
Perform & lead developmental test flights to evaluate new avionics configurations or aircraft systems.
Provide guidance and assistance to the 645th AESS in the execution of Developmental and Operational Test and Evaluations of avionics systems.
Advise Recon Director and Program Management team on execution of contracts, future development of avionics suite across the RC-135 fleet.
Assist in executing a disciplined test approach and incorporate safe test practices in all levels of test execution
Manage test projects, conduct and assist in Safety Review process and the T-2 Modification process
Support the 645th AESS as an instructor navigator, conduct flight check post depot aircraft and other operational check flights as needed
Assist in the instruction of other Navigators for currency and qualification and provide ground training in support of these activities
Design and engineer the RIVET GLASS avionics suite for the RC-135 fleet
Gather CNS/ATM equipage mandate information to determine the direction and requirement for avionic component development
Design and/or expand the system architecture to incorporate these future requirements to ensure the RC-135 is not excluded from any global airspace
Manage each of the components of the RIVET GLASS avionics suite is properly integrated, maintained, updated with vendor's service bulletins, and replaced when obsolete.
Compose, monitors and reviews RC-135 avionics contracts to execute the avionics and airframe design and maintainability to meet the objectives of the RIVET GLASS program
Provide a single face to the customer to work user requirements issues about the RIVET GLASS avionics suite
Query the user community as to deficiencies or capabilities and correct or incorporate them as appropriate
Manage funding requirements and contract content development in support of these efforts
Travel as needed to support all RC-135 activities.
Qualifications
Required:
A minimum of 8 years of related experience with a Bachelor's degree, 6 years with a Master's degree, a PhD with 3 years' experience, or equivalent experience
A current TOP SECRET/SCI/TK Security Clearance
At least 8-10 years of experience with RC-135 weapon systems, communication systems, computer systems, and reconnaissance type systems development, test, evaluation and sustainment roles
At least 8-10 years operational experience with RC-135 aircraft as a Navigator with Aircrew Instructor and Evaluator qualification
At least 5 years of experience in program management of military avionics systems
Current FAA flight physical and flight qualification for RC-135 aircraft
